Summary:Full-time member of Outreach team responsible for direct service, management and administration of educational programming at County Prison and Reentry Programs. The program manager is accountable for all day-to-day activities associated with Outreach’s prison and agency reentry programming. The Prison and Reentry Program Manager is responsible for designing, implementing, and managing programs aimed at supporting individuals transitioning from incarceration to community reintegration. This role involves collaborating with correctional facilities and other facilities as needed, community organizations, and other stakeholders to ensure successful reentry and reduce recidivism rates.

Duties

Leadership and Organizational Development Responsibilities:

Promote Outreach’s established culture of respect for the individual and performing our work with the highest standards, including promoting positive interactions and collaboration across the organization.Participates on various agency-wide workgroups to collaborate and help carry out their purpose within the organization (examples: DEI, Safety, & AI/Tech)Facilitates critical thinking and solutions-focused problem-solving throughout the organizationContributes to discussions at Manager’s meetings that propel the organization and leadership forwardConnects day-to-day work and responsibilities to organizational values and strategic plan priorities.Development of staff strengths and weaknesses in an effort to drive performance

Program Manager DutiesDesign and implement reentry programs that address the needs of individuals leaving incarceration, including life skills- job readiness, education, community resources, drug & alcohol and mental health support.Develop and maintain program policies and procedures to ensure effective and efficient program delivery.Monitor program performance and make data-driven adjustments to improve outcomes.Facilitates communications between

prison instructors and prison administration and staff, the County Prison Board, and other constituencies as needed.Collaborate with correctional facilities, community organizations, social services, and other stakeholders to create a network of support for program participants.Work in conjunction with the LEAD Center to build and maintain relationships with local employers, educational institutions, and housing providers to facilitate successful reentrySupervises direct service staff involved in prisoner assessment/service planning and educational programming at the prison and reentry programs, including recommendations for hiring, scheduling, training, performance planning and evaluation of staff.Ensure compliance with federal, state, and local regulations related to reentry programs and services.Collect and analyze data to track program outcomes and prepare regular reports for stakeholders and funding agencies.Manage program budgets, ensuring financial resources are utilized effectively and within budgetary constraints.Advocate for policy changes and improvements in reentry services at the local, state, and national levels.Conduct outreach activities to raise awareness about reentry challenges and promote program services.Performs program evaluation and development of new or revised program activity in concert with

Outreach ’s mission.Participates in management team meetings and provides professional backup for

Outreach

Program Director;Attends community meetings (LCP Board, Reentry Task Force,

CJAB, ) as an agency representative.

Direct Service Duties:Provide direct support to program participants, including case management, individual assessments, and personalized support plans.Organize workshops/groups, training sessions, and other services to equip participants with necessary skills and resources.

Additional Duties:Must report to office daily;must be eligible for LCP clearance.Performs other duties as assigned.

Education/Experience:Master’s degree, or Bachelor’s Degree

and

5 - 7 years related experience and/or training; or equivalent combination of education and experience. Must have a minimum of 3+ years’ experience working in a correctional facility. Experience in design, implementation and evaluation of education and counseling programs for at-risk populations. Strong background in evidenced-based methods, statistical analysis required. Skilled in management of personnel and projects where coordination between internal professional staff and outside collaborators is critical.

Computer Skills:To perform this job successfully, an individual should have knowledge of Microsoft Office software and

database

software.

Certificates and Licenses:Valid PA Driver's license and proof of insurance.

Supervisory Responsibilities:Directly supervises Prison/Reentry employees comprised of Program Instructors, Case Managers, Program Assistants, interns and volunteers and others as assigned. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Work Environment:Ability to work within a prison environment or with prison population required. Ability to occasionally lift/move up to 25 lbs. is required.
