Description
Summary: This position is primarily responsible for ensuring that the corporation follows all compliance policies and procedures for all regulatory agreements. This includes, but is not limited to CTCAC, HUD, USDA, HCD, CalHFA, HOME, and CDBG. The Compliance Manager will work with the Regional Managers, Site Managers, and Accounting Department to ensure that all reports are compiled and submitted in a timely manner. This would entail reconciling on-site with main office compliance records; maintaining main office records; maintaining a schedule of compliance reporting of multiple lenders, investors, and local, state, and federal agencies; and the preparation and submission of those reports. The Compliance Manager will develop effective compliance training and implementation for all property management staff. Including proper utilization of compliance and compliance related software and systems. The Compliance Manager will supervise the compliance specialists on their day-to-day workload. It is imperative that the person holding the position be familiar with and become well versed in the regulatory requirements of TCAC, USDA, HUD, and all other local governing authorities.

Education and/or Experience: High School diploma required. At least two (2) years' experience in office management and supervision; or five (5) years as a skilled secretary; or two (2) years of related college course work; or a combination of work experience and college work is required.
Language Skills: Ability to write business correspondence and procedures. Ability to effectively present information and respond to questions from individuals.
Mathematical Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
Reasoning Abilities: Ability to analyze technical procedures and instructions. Ability to collect data, establish facts, and draw valid conclusions.

Specific Duties and Responsibilities:
- Supervise the Compliance staff on their day-to-day tasks and responsibilities and provide support and knowledge in comprehending program regulations.
- Ensure that the schedule/calendar of required compliance reporting to multiple funding and governing agencies is maintained and up to date.
- Ensure that all compliance reports are submitted timely on a monthly, quarterly, annually, and as needed basis to various funding and governing agencies.
- Prepare and submit annual compliance reports as required to TCAC.
- Oversee monitoring of all entities ensuring accurate compliance records for all regulatory programs.
- Assist compliance specialists in monitoring site compliance files for completeness and accuracy.
- Work with Right Source compliance staff to ensure reviews of site files are following Burbank standards.
- Collaborate with Yardi Specialist to ensure system is up to date with property information.
- Oversee timely submission of USDA/MINC files and HUD Vouchers.
- Distribute compliance related publications and pertinent information to Management Site staff.
- Review compliance regulations to improve ease of regulatory compliance.
- Establish compliance training and collaborate with regional property managers to ensure that property management staff are trained in all compliance policies and monitoring requirements to ensure consistency across all properties.
- Work with compliance staff to ensure satisfactory and successful MOR, TCAC, USDA, HUD, and other Regulatory audits.
- Work with Regional managers to provide feedback on work progress of site managers.
- Process monthly reports to ensure Annual certifications are processed timely and all set-a-sides units meet the required number of units.
- Performs other assignments and special projects as assigned.

- Ability to organize work and prioritize tasks to meet deadlines.
