Req #287Under the supervision of the Chief Executive Officer, lead the Authority’s strategic approach to government and public affairs with the goal of identifying and prioritizing legislative and regulatory initiatives that support the Authority’s mission, vision, core values, and business objectives; direct the execution of public relations programs and establish working relationships with local, state, and federal governing bodies.

RESPONSIBILITIESDevelop and lead the Authority’s strategic communication plans, key messages, and strategies; write and edit content for print, web-based or visual publications, and develop new public relation strategies and advise other departments on strategic communication efforts.Ensure the executive and senior leadership team are well informed of changes in local, state, and federal regulations; and any rules that could affect the Authority’s policy and procedural decisions.Develop and implement public relation activities that enhance the Authority’s brand and safeguard all Authority materials and communication ensuring all messaging and branding represent our mission, vision, and core values.Represent the Chief Executive Officer during public presentations, speaking engagements and coordinate high priority events, facilitate forums and other pertinent public meetings and/or events on behalf of the CEO.Track and analyze policy changes that impact the Authority and make appropriate recommendations.Serve as the main point of contact for local, state, and federal governing bodies and officials by assisting with, addressing, and resolving questions and concerns.Pursue strategic outreach to community members and develop community involvement protocol; recommend policies to coordinate, provide training, and involve community members in events that create civic engagement.Develop key performance indicators that assess the effectiveness of internal and external communication programs.Resolve public affairs issues and advance the Authority’s position with relevant constituents.Build relationships across the community to support the enhancement of public perception for the Authority.Establish regulatory objectives by partnering with policy makers, regulatory agencies, and customers.Perform other related tasks and projects as assigned.

KNOWLEDGE, SKILLS & ABILITIESConsiderable experience working with city or state government, government relations, and public policy.Extensive ability to develop and implement best practices to promote continuous improvement, operational efficiencies, innovation, and excellent customer service.Demonstrate ability to proactively self-direct his/her own work and the work of others.Demonstrate ability to establish effective working relationships with other directors, supervisors, subordinate personnel, outside agencies, and the public.Effective leadership abilities related to budgeting, operations, management of staff and operations.Possess sound judgement, logical reasoning, integrity, and good ethics.Strong management skills (planning, organizing, analysis, critical thinking, problem solving, team working, and employee development).Excellent ability to prepare clear, concise, and comprehensive written documents; communicate effectively both orally and in writing.Excellent leadership skills, with the ability to lead, motivate and empower employees.Skilled in a variety of technology platforms with proficiency in Microsoft Office products.Ability to maintain confidentiality.

EDUCATION / EXPERIENCE REQUIREMENTSThe following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.Bachelor’s degree in Public Relations, Communication, Journalism, or a related field; Master’s degree preferred.Ten years of related experience; Five (5) years managerial experience.

GENERAL REQUIREMENTSApplicant must present a current, valid Class C (Class 1) Motor Vehicle Operator’s License at the time of application or prior to appointment. A valid driver’s license must be maintained throughout employment.Applicant must have permanent residency within one of the following Pennsylvania counties at the time of appointment and remain a resident within one of the noted counties throughout employment with the PWSA: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Lawrence, Indiana, Washington, or Westmoreland.

SUPERVISION EXERCISED / RECEIVEDWill supervise Public Affairs Department with current staff of ten professionals / Receives supervision from the Chief Executive Officer.

CONDITIONSWhile performing the duties of this job, the employee is regularly exposed to a moderate or quiet noise level in the office work environment. Subject to remain on duty beyond normal hours or during emergency situations or other extensive periods.

DRUG TESTINGEmployment may be contingent upon the results of a post-offer (initial employment or promotion) drug screening. Continued employment may be subject to drug, and alcohol testing conducted without advance notice and without individualized suspicion.
