Job Description:

The Senior Subcontracts Specialist will be an essential member of the Tactical Communications Subcontracts / Supply Chain Management team. The Subcontract Specialist is responsible for managing end-to-end lifecycle of subcontracts and is responsible for solicitations, fact finding, sourcing, documentation, negotiations, cost/price analysis, terms and conditions negotiations, and subcontract execution.

The Senior Subcontracts Specialist is the main point of contact between suppliers and program teams and provides all contractual direction. The individual will be responsible for maintaining and fostering external supplier relations and building internal partnerships with key internal stakeholders.

Essential Functions:

Supply market analysis, solicitations, fact finding & source selectionAttention to detail; must be able to comprehend statements of work and hold suppliers accountable to the scope that is contractedManagement of multiple Purchase Orders and the cost, schedule, quality and technical requirements in them.Ability to identify risk and creation of risk mitigation stepsManagement and reporting of major subcontracts to leadership both internal and externalAbility to independently perform a price analysis, develop negotiation strategies and ability to lead key assigned supplier negotiationsSkilled in Terms and Conditions NegotiationsExtensive experience conducting fact-finds on proposals over the TINA thresholdAward and execute contracts and contract modifications.Manage supplier performance and scorecardsAbility to travel in support of Supplier Management up to 20% internationallyQualifications:

Bachelor's Degree and minimum 6 years of prior relevant Subcontract experience. Graduate Degree and a minimum of 4 years of prior related Subcontract experience. In lieu of a degree, minimum of 10 years of prior related Subcontract experience.Preferred Additional Skills:

In compliance with pay transparency requirements, the salary range for this role in Colorado, Hawaii, Illinois, Washington State and New York State is $73,000 - $136,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
