DCP supports the City Planning Commission’s responsibilities to ensure orderly growth and development of the City, including reviewing land use applications, holding public hearings, and assessing environmental and social impacts.THE ROLEDCP’s Borough Offices seek a talented Assistant Borough Planner to lead the internal agency review of public and private land use applications and manage their formal public review. The position involves project management of land use applications, including cross-divisional review and coordination to ensure compliance with zoning requirements and agency policies. The Assistant Borough Planner will provide guidance regarding technical and zoning compliance of applications and will present land use applications to the City Planning Commission and Community Boards.Responsibilities include:
Review, analyze, and make recommendations on applications submitted to the Department pursuant to the Uniform Land Use Review Procedure (ULURP).Analyze site plans and development proposals for compliance with land use regulations and best practices.Organize and prepare graphic and written materials related to land use applications.Maintain knowledge of the NYC Zoning Resolution.Support Borough liaisons to community boards.Attend evening and weekend meetings to present land use applications.Coordinate with agency representatives on Department studies and projects.Perform other related tasks and projects.Minimum Qualifications:1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or2. A satisfactory combination of education and/or experience equivalent to “1” above. Graduate education in related fields may substitute for experience on a 30 graduate semester credits basis for one year of experience. All candidates must have a baccalaureate degree.Special Qualification Requirements:To be eligible for placement in Assignment Level III, individuals must have one additional year of professional experience. For Assignment Level IV, two additional years of professional experience are required.Preferred Skills:
Excellent communication and interpersonal skills.Familiarity with reviewing architectural site plans and design proposals.Experience with urban design and streetscape design practices.Ability to self-manage and complete tasks in a timely manner.Ability to work well in teams with diverse stakeholders.Proficiency with ArcGIS and specialized software.Familiarity with zoning practices and principles.Excellent organizational and time management skills.55a Program:This position is open to qualified persons with a disability who are eligible for the 55-a Program.Public Service Loan Forgiveness:As a prospective employee, you may be eligible for federal loan forgiveness programs.Residency Requirement:New York City residency is required within 90 days of appointment.Additional Information:The City of New York is an equal opportunity employer committed to a diverse workforce.
