Manager 3, Subcontracts Administration
to join our team of qualified, diverse individuals within our
F-35 Joint Strike Fighter
program with subcontracting teams. This leadership role is located in office
on-site in both
Redondo Beach, CA and El Segundo, CA.

As the
Senior Manager
of subcontracts and as a manager of managers, you are ultimately responsible for all projects assigned to the F-35 Subcontracts organization and adequately staffing the organization with the right experience to complete the subcontracted work scope. You provide guidance to your team and ensure they have the information and tools needed to perform at their best.
You demonstrate our committed pursuit of applying innovation to meet the requirements of our customer. You craft and execute strategies, analyze alternative courses of action and make decisions that result in sustainable value and deliver measurable results.
Essential Functions of the team:
Sources and procures specialized goods and services
Owns contractual management for the supplier
Responsible for all procurement actions - from source selection through solicitation, contract award, execution and purchase order closeout
Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services
Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations
Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations
Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded. Manages and develops strategic/key suppliers
Reviews and approves supplier payment as needed. Implements supplier financing (performance based payments, progress payments, etc.) when necessary in order to achieve financial objectives
Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement
Interprets, executes, and recommends modifications to organizational policies and work processes
Coordinates the appropriate licenses and authorizations (e.g. Manufacturing License Agreements, Technical Assistance Agreements) to allow the export of technical data and defense services to foreign supplier’s in support of the program
Coordinates Jurisdiction Classification/Harmonized Tariff Schedule (JC/HTS) in EEMS to allow the import of foreign supplied hardware into the United States
Enforces International Traffic in Arms Regulation (ITAR) and Export Administration Regulation (EAR) to control the export of sensitive technical data and defense services
Basic Qualifications:
Bachelor’s Degree with a minimum of 8 years combined experience OR Master’s Degree with at least 5 years of experience OR High School Diploma/Equivalent with at least 10 years of experience in any of the following: Subcontracts Management, Procurement, Program Management, or Contracts Management
Must have a minimum of 2 years of experience in Subcontracts Management, responsible for subcontracts of significant scope or dollar value
Must have a minimum of 2 years of Leadership experience as a Manager
Must have a minimum of 2 years of experience with FAR and DFARS
Preferred Qualifications
:
Master Degree in Business, Global Supply Chain or Project Management
Experience working on high dollar development Subcontracts (i.e. $100M Cost Reimbursable Preferred)
Experience conducting presentations to and collaborating with Senior Leadership
Internal Northrop Grumman Subcontracts experience
Knowledge of Earned Value Management System (EVMS)
CAM Experience or Training
Small Business Liaison Office / Small Business Subcontracting Experience
Risk mitigation experience
International supply chain experience including – but not limited to – international sourcing, international logistics services, price negotiations considering foreign exchange, ITAR/EAR compliance, etc
Salary Range:
$164,300 - $246,500
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
