Salary range is $125k to $230k, with a midpoint of $170k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

This position manages the commissioning and testing program for complex transit systems. This management role defines the commissioning and systems testing program for our growing agency. This role manages direct and consultant staff in the oversight and management of testing and commissioning activities during design, construction and systems integrated testing as a project transitions into revenue service operations for light rail vehicles, communications, traction electrification, signals, supervisory control and data acquisition (SCADA), and fire/life/safety, facility mechanical, and facility electrical systems, and tunnel operating systems. This position also supports commuter rail and bus rapid transit capital delivery as well.

Sound Transit has an annual capital and operating budget of $3 billion and is in the process of delivering one of the largest transit expansion programs in the country.

The Sound Transit Team includes highly experienced capital program and service delivery leadership and staff who have successfully delivered and operated the Sound Move program and are moving toward completion of the ST2 program. As the size of the Sound Transit light rail system will more than double over the next two decades, Sound Transit needs to grow its leadership capacity and expertise to deliver on commitments to voters.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

Provides management and lead oversight for the development of the agency’s Systems Test Program and ensures that test plans are in compliance with agency policies and procedures and that all safety certification objectives are successfully met.

Has direct development and oversight responsibility for planning, design, and implementation of the System Testing Program, including scheduling resources, track access, availability of equipment, training, witnessing tests, and oversight and management of project scope.

Monitors authorities’ commissioning progress, reviews and evaluates commissioning process audit reports.

Monitors contractor test progress, reviews and evaluates test exceptions, and authorizes requests for testing.

Serves on the Rail Activation Committee as the Chair of the Systems Integration Testing Subcommittee.

Provides support to the department on matters as directed; serves as staff on a variety of committees as assigned; prepares and presents staff reports and other necessary correspondence; attends and participates in subject specific meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies, and practices are properly interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules, and regulations.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s degree in Electrical Engineering, Mechanical Engineering, Civil Engineering, or closely related field; Six years of experience in executing and managing complex test programs, preferably in a transit engineering environment; OR an equivalent combination of education and experience. Four years of supervisory experience in leadership, budgetary, planning, and workforce management.

Required Licenses or Certifications:

Valid state driver's license. This position may be required to make trips between Sound Transit facilities and project construction sites that are not readily accessible by transit during the workday. They may also require use of agency vehicles to travel and transport materials and equipment between Union Station, project sites, and Sound Transit facilities.

Preferred Licenses or Certifications:

Washington state Professional Engineer license.

CxA (Commissioning Authority) Certification.

PMP (Project Management Professional) Certification.

FMP (Facilities Management Professional) Certification.

CSEP (Certified Systems Engineering Professional).

CMM (Certified Maintenance Management) Professional.

Required Knowledge and Skills:

Principles and practices of systems engineering, systems safety, systems design, and construction.

Principles and practices of vehicle design, traction electrification, SCADA, signals and communications, or other comparable industry.

Technical specification and test document writing.

Pertinent federal, state, and local laws, codes, and regulations.

Capital project principles, industry best practices, methods, and techniques used in the installation, troubleshooting, and maintenance of systems and applications, and project management and administration.

Principles of business letter writing and basic report preparation.

English usage, spelling, grammar, and punctuation.

Modern office procedures, methods, and equipment, including computers and computer applications such as word processing, spreadsheets, and statistical databases.

Preparing, interpreting, and executing testing and configuration documentation.

Performing root cause analysis, troubleshooting, and repair of technical testing issues.

Using personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.

Establishing and maintaining effective working relationships with other department staff, management, vendors, and outside agencies.

Conveying technical information and using effective oral and written communication.

Monitoring program/project schedules.

Physical Demands / Work Environment:

Work is performed in a standard hybrid office environment with occasional operating railroad or project and active construction site visits.

Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise.

Position is responsible for site visits, inspections, and site punch list walks where the candidate must be able to perambulate environments of varying degrees of completeness; may be subject to bending, climbing, crawling, eye/hand coordination, grasping, hearing, kneeling, pushing, pulling, reaching, repetitive motion, sitting, standing, talking, seeing, walking, and carrying and lifting of objects up to 50 pounds.

Position requires the ability to respond in the field on demand 24/7.
