Position Description:
A Senior Technical Lead ensures IT architectural integrity and functions as the interface between systems developers and IT project managers. The Senior Technical Lead provides coordination, oversight and leadership for the analyses, planning, design, implementation, documentation, assessment, and management of IT architecture and infrastructure design framework to align IT approaches with an organization's mission, goals and business processes. The Senior Technical Lead will develop reference models of the enterprise and maintain the information in the IT repository; determine the gaps between the current and the target architecture and develop plans for transitioning to target architecture; define the policies and principles to guide technology decisions for the enterprise architecture; identify opportunities to improve enterprise-level systems to support business processes and utilize emerging technologies; promote and educate customers and stakeholders on the use and value of the enterprise architecture; provide enterprise architecture guidance, support and coordination to customers and IT project teams; document the enterprise architecture infrastructure, including the business units and key processes, using modeling techniques; ensure technical integration is achieved across the enterprise by participating in test planning, validation and reviews; evaluate the impact of enterprise architecture products and services on IT investments, business operations, stakeholder satisfaction and other outcomes; coordinate and conduct governance and portfolio management activities associated with ensuring compliance with the enterprise architecture; and ensure the rigorous application of information security/information assurance policies, principles and practices to all components of the enterprise architecture.
Skills Required:
The Senior Technical Lead will possess knowledge and experience in organizational mission, IT infrastructure, enterprise architecture principles and reference models, and program management principles sufficient to participate in the development of organizational enterprise architecture goals, objectives, plans and policies; organizational enterprise architecture models, policies and planning formulation process, strategic and IT goals and objectives, and IT program metrics and measurement techniques sufficient to ensure enterprise-level IT specifications align with the organizational business requirements, identify potential improvements to enterprise architecture to meet organizational goals, and establish and implement metrics for evaluating the accomplishments of enterprise architecture goals and objectives; methods and approaches for sharing information through the use of IT assets, project management concepts, methods and practices, enterprise architecture concepts and principles, and multiple IT disciplines sufficient to develop major components of the enterprise architecture plan including strategic drivers, current and target architectures, the sequencing plan, architectural segments and reference models and standards; technical documentation methods; and speak and write effectively and prepare effective reports.

• Web Technologies - HTML, DHTML, AngularJS, C#, JavaScript, Angular6, jQuery, AJAX, CSS • Data Structures - XML, JSON • Databases - Oracle 12 - SQL Server 2012 or newer • IDE/Tools/Utilities - Visual Studio 2016 or newer or other industry used IDEs, SSIS, SSRS, SQL Server Management Studio, Oracle Clients • Development Frameworks - .NET Framework 4.0 or newer, ASP.NET Core Blazor • Technology Concepts - OOP, Web Services (REST, SOAP), SFTP, MVC • Specialized Technology - Binary data encoding to text such as Base64, Enterprise Object Storage Platforms, OpenText, Git, Source Control • Legacy Technology - Automation using DLLs, Asp.net
Experience Required:
This classification must have a minimum of seven (7) years of experience aligning IT systems with organizational business processes. At least four (4) years of that experience must have been in a lead capacity.
Experience Preferred:
1. Experience of three (3) years within the last five (5) years developing and implementing data-driven web-based applications and data interfaces using .NET programming models. 2. Experience of three (3) years within the last five (5) years developing web services that use XML document structures and XML schemas for automated data interfaces. 3. Experience of two (2) years within the last five (5) years securing APIs 4. Experience of three (3) years within the last five (5) developing security models for a .NET web application that authenticate against an external Identify Provider such as Azure Active Directory or LDAP registries. 5. Experience of three (3) years within the last five (5) years of database development and implementation using SQL Server 2016 or newer 6. Experience of three (3) years within the last ten (10) years of database development and implementation using Oracle Database 7. Experience of three (3) years within the last ten (10) years of development and implementation of Business Intelligence reporting tools 8. Experience of two (2) years within the last five (5) years implementing data migration solutions between separate relational databases
Education Required:
This classification requires the possession of a bachelor's degree in an IT-related or Engineering field. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
