Summary

The purpose of this classification is to perform technical work associated with the administration of the geographical information system, database design and maintenance, and engineering modeling associated with the hydrology of the sanitary sewer system or water distribution system.Essential Functions

The following duties are normal for this classification. Builds and maintains the Wastewater System Geographic Information System (GIS) and the Computer Maintenance Management Software (CMMS) databases in conjunction with wastewater staff; designs, creates and administers geographic and relational databases containing spatial elements and other types of information including hydrography, hydrology, topography, infrastructure, political/legal boundaries, sewer collection lines and sanitary sewer manholes; converts geographical information into digital form for use in GIS; prepares map data for wastewater divisions and other departments as required.

Builds and maintains databases for Wastewater functions; coordinates data entry for system assessment and renewal activities and the deletion of obsolete data.

Manages and guides the actions of field assessment and rehab crews in their daily activities; assists in developing weekly and overall priorities for resource allocations.

Supervises data collection and provides quality assurance for data collected; directs the assessment crews and provides corrective actions to insure data quality.

Addresses complex integration issues and long-term goals.Develops customized system parameters, reports, tables, and application screens.

Installs and upgrades software which supports Wastewater GIS, CMMS, and hydraulic modeling requirements.

Configures computer hardware and peripherals; tests and evaluates new hardware; manages the maintenance of computer hardware and peripherals; loads paper; clears jams; replaces ink cartridges.

Identifies data errors and/or equipment malfunctions which corrupt GIS database functions; initiates contact with service representatives; provides information and technical assistance concerning operational and/or mechanical problems.

Performs data entry into GIS databases as needed; retrieves, reviews, or modifies data in databases; verifies data accuracy and makes corrections as needed.

Evaluates proposed hardware and software needed to facilitate GIS or CMMS activities; provides recommendations for purchase.

Sets up data entry screens and associated data fields in CMMS database to facilitate existing and new programs associated with utility assets management.

Compiles and/or tracks statistical data pertaining to wastewater repair, maintenance, assessment and rehabilitation activities; prepares or generates reports, maintains records.

Develops planning models to assist in site development planning for Wastewater/City utilities.

Generates and distributes reports and/or drawings as needed to assist in Wastewater programs.

Prepares and/or receives forms, reports, correspondence, logs, drawings, maps, flow charts, and contracts.

Maintains documentation on GIS program actions; provides education, training information and assistance to GIS and CMMS database users regarding operations, procedures, problems, software and their functions.

Communicates with supervisors, co-workers, GIS and CMMS system users, other departments, vendors, and outside agencies to discuss work in process, exchange information, resolve problems, coordinate equipment needs and provides operational support.

Provides assistance in building staff capacity to access and utilize GIS and associated database tools to achieve program goals and objectives; customized user interface to meet user needs.

Utilizes GIS data and/or hydraulic modeling output to identify trends, locate problem areas, and evaluate work progress; assists in identifying trends, locating problem areas, evaluating work progress and other important operational information needs.

Processes documentation associated with wastewater operations per established procedures; distributes documentation as required.

Manipulates and updates hydraulic models as needed to examine existing system conditions, potential system impacts due to proposed changes, and/or system needs to accommodate future growth.

Sets up hydraulic model for sanitary sewer collection system; links models to asset databases and GIS; maintains model links to GIS.

Manages computer maintenance management software (CMMS) and related links to all utility asset maps; updates and configures the CMMS for ease of use by field personnel and supervisors; manages work order database tied to the CMMS.

Supervises development and use of routine queries for dispatcher and management to utilize in field investigations or problems, costs, sanitary sewer overflows, distribution leaks or liability claims; manages the download of field data into the CMMS.

Manages the inventory database.

Creates, revises and updates utility asset maps as required to maintain accurate records of both the sanitary sewer collection system and the water distribution system assets.

Provides routine and specialized reports as required to assess system problems and set priorities for future rehabilitation work.

Provides general mapping support for wastewater collection system and water distribution system needs; organizes and provides analytical and technical mapping needs.

Assists in software evaluation and debugging.

Provides technical guidance and assistance in coding an designing GIS applications; designs, develops and specifies GIS applications; researches and recommends software, hardware, applications and process improvements involving the GIS; performs GIS technical support, training and consulting; integrates GIS data into other municipal departments.

Maintains awareness of new products, trends, and advances in the profession; reads professional literature; attends workshops, conferences, and training sessions.

Performs other related duties as required.Minimum Qualifications

Bachelor's degree in Engineering, Geography, or GIS related field of study with three to five year(s) of experience in engineering modeling, GIS database development and management, electronic map management and CAD development; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
