Pay Range: $16.85hr -$24.44hr ($35,048.00 - $50,835.20/annually)

Monday-Friday 40+ Hours Weekly (occasional Saturday/overtime hours as required).

MAJOR FUNCTIONS

Responsible for ensuring permit compliance by preventing unauthorized wastes from being landfilled and being illegally disposed. Responsible for on-site traffic control and for ensuring excellent customer service.

ILLUSTRATIVE DUTIES

Ensures permit compliance by preventing unauthorized wastes from being landfilled or illegally disposed. Picks up paper, trash, tires, batteries, and other debris which is scattered at and around landfills and access roads and deposits them in proper garbage cells or receptacles. Erects and dismantles various fences to catch litter. Removes refuse from landfill areas and roadsides. Directs incoming vehicles to the appropriate landfill cell. Assigns off loading site to each vehicle so that proper spacing is maintained and customer waiting is minimized. Directs loading so that heavy equipment can handle wastes safely and efficiently. Continually inspects roads and tipping areas to prevent damage to vehicles and equipment.

Responsible for assisting the waste collection truck driver on pre-assigned and special routes to pick up residential waste and placing into the back of a rear load garbage truck. Responsible for the daily positioning and maintaining landfill cell traffic signs and barriers. Responsible for pumping standing water from landfill cells to treatment areas as needed. Maintains and cleans drainage ditches. Performs labor tasks as assigned in general maintenance, repair or construction trade duties (i.e.: washing construction equipment, painting buildings, sweeping roads, etc.). May perform labor tasks for recycling and hazardous waste programs as needed. Performs manual labor and/or uses a variety of hand tools, including mechanical, electrical, hydraulic and pneumatic to perform maintenance and repair to landfill structures and facilities.

Accurately prepares Daily Work Reports, Equipment Condition Reports, Work Orders/Requests, and other related documents. Performs light service and maintenance of vehicles and equipment. Regulates and provides on the job training of others engaged in similar activities. May operate smaller equipment such as forklifts or other light equipment. May operate heavier equipment on a temporary, emergency or trainee basis.

Performs related duties as required.

KNOWLEDGE, ABILITIES AND SKILLS

Knowledge of sub-title D regulations and classifications of wastes. Ability and agility to perform routine unskilled manual labor work. Ability to learn the physical and chemical characteristics of solid waste and how it should be handled and placed in a landfill. Ability to learn to recognize hazardous, restricted, and prohibited wastes and how to dispose of properly. Ability to learn and apply safety rules pertaining to the operations of heavy equipment, vehicles, and work zone traffic control for various activities. Performs light service and maintenance of vehicles and equipment. Ability to establish and maintain an effective working relationship with the public and other employees. Ability to learn and apply principles and processes for providing customer service.

Ability to work out of doors in all weather, environmental conditions (i.e.: heat, sun, humidity, rain, cold, swamp, ditches, dust, and dirt) and all terrains for extended periods of time. Must be able to use proper personal protective equipment (hard hat, safety glasses and boot, dust masks, earplugs, safety harness, respirators, etc.) to safely work with and be exposed to chemicals, hazardous materials, noises and heights. Ability to lift, carry and handle up to forty-five (45) pounds repeatedly; stoop, climb, squat, push, pull, crawl or bend on a frequent basis. Ability to walk, kneel, bend, twist, lift, climb ladders, and work on un-even surfaces, in landfill disposal areas, on 3:1 slopes and in ditches/swales.

Ability to see and recognize colors (associated with hazard placards or other warning signs), talk, ambulate independently, drive, and make written notations. Ability to use multi-hand and/or foot controls. Ability to perform mathematical tasks. Ability to research, investigate, experiment, detect, inspect, verify, recognize, and recommend solutions.

Ability to use hand tools such as rakes and shovels, and power tools such as weed-eaters and chain saws. Ability to supervise day labors and community service workers. Ability to follow, read and comprehend oral and written instructions and procedures. Ability to perform as a team member and establish and maintain effective working relationships with others. Ability to work independently and comprehend and follow instructions. Must properly wear required personal protective equipment: hard hat, steel-toed safety shoes, gloves, safety glasses and complete uniform. Must be able to work and communicate with customers to provide individual service and resolve routine customer issues.

MINIMUM QUALIFICATIONS

Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.

SPECIAL REQUIREMENTS

Must be able to obtain Landfill Spotter Certifications for spotters in C&D sites, landfills, and transfer stations from the Florida Department of Environmental Protection (FDEP) within six (6) months of employment.

SPECIAL PREFERENCE

Prefer applicants to have Commercial Driver's License (CDL).

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
