Seeking a professional who, as part of a dedicated Information Technology team, can work independently in a dynamic and stimulating work environment, enjoys problem solving, writing code and learning new things!

The Alaska Commission on Postsecondary Education (ACPE) is seeking an Analyst/Programmer who is innovative and has proficiency in analyzing and programming with complex software databases and customer interfaces. We maintain several existing applications and have many opportunities to create new processes including, but not limited to new user interfaces; data modeling and management; and web design.

What you will do and who are we looking for:Duties include but are not limited to:

Write and maintain well-designed software programs on a variety of equipment, including designing user interfacesMonitor software configurations for data reliability and customer satisfactionRespond to users requests for ad hoc reportsWork with a team of business analysts to translate system requirements into prototypesPlan and design system and application architectureInvestigate new techniques and technologies for the development of ACPE effortsWe are looking for ability to and familiarity with:

Microsoft suite, including SQL server/SQL database/SQL query, active directory, IIS, etc.Relational database and reporting concepts, applications, and database securityObject-oriented programming, PowerShell, C#, ASP.Net Web applications, CMS, HTML, Visual studio, and other scripting languagesJob schedulers, automation, and batch processingSkills in: Project and organization management, technical report writing, interpersonal skillsMinimum Qualifications

Two (junior AP range 18), four (intermediate AP range 20) or six (senior AP range 22) years of related experience OR a combination of education and experience sufficient to successfully perform the equivalent of those essential duties of the job.

Substitution/Education for Junior AP:A bachelor's degree from an accredited college in Computer Information Systems (CIS), Computer Sciences (CS) or closely related degree with (18) semester/(24) quarter hours of CIS or CS may be substitute for the required years of experience.ORProof of self-learning, independent skill-building, online courses, programming podcasts, and bootcamps may be substitute for related experience if shown core competencies can meet the essential duties of the job for the junior programmer range 18.

This position is established as a flexibly-staffed position for ranges 18 to 22. Series levels are distinguished by the organization's business needs and the candidate's experience, proficiency, judgment, and independence. This vacancy may be filled at either the Junior, Intermediate, or Advanced level depending on the applicant's training and/or experience.

This position is in the exempt service; therefore, it is not covered by the terms of a collective bargaining agreement. As a result, ACPE may choose to fill this position as soon as a qualified applicant is identified. While ACPE is in the Department of Education and Early Development for administrative support services only, the Commission and its staff are not subject to the direction of the Commissioner of Education and Early Development nor the State Board of Education.
