The Idaho Department of Health and Welfare’s Division of Welfare is excited to announce a

TEFAP Program Specialist – DHW

position located in the

Boise

office. The Emergency Food Assistance Program (TEFAP) is a statewide program that helps supplement the diets of low-income Americans by providing them with emergency food assistance at no cost. This position will specialize in emergency food assistance program and policy design, business process and procedure development, budgeting, and program documentation. We are seeking a candidate who has critical thinking skills, developed interpersonal skills, written and verbal communication skills, problem solving abilities, and process and management analysis skills.This position will involve statewide travel. Candidates must be willing and able to travel for stays longer than one night.This position may be eligible for telework after successful completion of probation.This announcement will be used to fill the current vacancy only. MINIMUM QUALIFICATIONS:You must possess all the minimum qualifications below to pass the exam for this position. Typically gained by approximately one year of experience where this was a primary responsibility of the job. This experience may include participation in a regional or statewide quality assurance team, business change or project team or a similar assignment.Experience developing technical written materials such as policies, technical manuals or rules/regulations.

Typically gained by at least one year experience working in a business setting developing training materials, reports, policy and/or procedure manuals, written interpretations of law, rules, or policies, or any related background which would be considered similar.Experience providing technical program assistance to staff.

Typically gained by at least one year experience providing technical assistance to staff in a business setting which could include formal and informal assignments to assist, mentor or train new staff.Must have a valid driver's license.Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

Experience developing grants or contracts.

Typically gained by at least one grant/contract cycle in each of the following areas: developing grant applications, sub-grant documents, or contractual agreements.

Some knowledge or experience in working with automation, including the development of business requirements for technology and automation solutions that will enhance current program outcomes.

Typically gained by at least one year experience where a primary responsibility was to work with developers or business analysts to incorporate program rules and guidelines into technology, process, or automation solutions.

Experience working with Community Action Agencies.

Typically gained by at least one year of experience working directly with Community Action Agencies or programs associated with community action.
