GENERAL PURPOSEThis position includes responsible administrative and managerial work in the administration of the financial accounting operations for the City. Responsibilities as outlined in the City Charter:Note:

Regular and predictable attendance in the performance of this job is an essential function.•

Reviews month-end work such as recurring journal entries, bank reconciliation and other monthly statements for accuracy and completeness.•

Works independently and within a team on special nonrecurring and ongoing projects and may create presentations and/or handouts as directed.•

Assists other departments with questions regarding the status of accounts, budget and project.•

Assists in monitoring approved budget for all funds/departments.

Reviews and makes recommendations for supplemental appropriations/transfers as needed.•

Assists the Finance Director in compiling information for auditors.•

Maintains contract files for all active City contracts and leases.•

Sets up new vendors upon request using the completed Vendor Information Form and Form W-9. Maintains vendor and compliance information as required.•

Processes monthly/quarterly miscellaneous accounts invoicing and maintain resulting accounts receivable.•

Monitors revenue receipts for specific funds including lodging tax and marijuana sales tax.•

Oversees fixed assets recording.•

Assists in the preparation of the City’s annual budget.•

Maintains the grant management system.•

Handles confidential and non-routine information.•

Mitigates complaints from the Utility Billing office.•

Enforces and maintains compliance with all federal, state, and local laws and ordinances.•

Assists in developing required policies and procedures to ensure the city’s accounting and financial reporting follows established accounting standards, and assures proper internal controls are in place and functioning in an acceptable manner.•

Provides responsible staff assistance to the Finance Director.•

Performs routine daily tasks.•

Attends City Council meetings and other meetings as required.•

Performs other duties as assigned by the Supervisor.

NECESSARY KNOWLEDGE, SKILLS & ABILITIESKnowledge of: •

The principles, practices and methods of governmental accounting, finance, budgeting and administration; including knowledge of how various documents and records are formatted for presentation.•

Accounting systems and financial data processing systems.•

How to address the public in a professional, friendly, courteous and efficient manner and to communicate effectively with all co-workers.

Skilled in:•

The operation of office equipment such as multiple line phone, calculators, cash registers, copiers, fax machines, typewriters and computers.•

Strong computer proficiency utilizing Microsoft Office, including advanced use of database management and spreadsheet application.•

Speaking to others to convey information effectively.Ability to:•

Requires the ability to listen to, read, understand and communicate the English language so that others are able to understand. This must be done both orally and in writing, at the level appropriate for the position held.•

Maintain strict confidentiality related to sensitive customer information.•

Maintain effective working relations with superiors and subordinates.•

Reliably and predictably carry out duties.

JOB QUALIFICATIONSRequired Education/Experience:•

Bachelor’s Degree from an accredited college or university in Accounting or a closely related field.•

2-3 years experience in accounting, auditing, budgeting, or closely related financial activity.•

Direct experience with governmental accounting, finance, budgeting or administration preferred.

Other Requirements:•

Must possess a valid current state-issued driver’s license and not be under suspension, revocation or denial nor have any prior alcohol and/or drug related driving offenses within the last five years.

A driving record search will be conducted on all applicants prior to employment and will be subject to observation throughout their employment.•

Successful candidates must pass a physical exam in accordance with job duties, a background investigation, and a drug screen prior to employment.•

CPR/First Aid training required.
