Job/Position DescriptionProgram Specialist VIIThe Program Specialist VII/ Field-Based Coordinator (FBC) provides on-site mentoring, oversight, and highly advanced (senior-level) consultative work with State Supported Living Centers (SSLCs) to facilitate uniform, appropriate and effective implementation of supports and services to individuals served. This position provides highly advanced technical input on the improvement of statewide operations, assists with the development of initiatives to enhance services and supports and provides on-site assistance, oversight and training for the implementation of these initiatives. The FBC ensures that centers are operating at standards consistent with center procedures, agency policies and the rules of state operated facilities for individuals with intellectual and developmental disabilities, and oversees the effective implementation of actions plans. Leads highly advanced on-site program reviews of the centerand#146;s services and oversees quality enhancement reviews. Provides facilities with technical guidance and training in program areas and assists the SSLC Director and Assistant Director of Programs (ADOP) with identifying and coordinating use of available resources as needed. Conducts special investigations of assigned facilities. Consults with agency discipline coordinators to resolve operational problems and identify staff training needs. Represents the program area at meetings, and serves on various committees. Fosters relationships with and is responsive to stakeholders including family members, advocacy groups, the Legislature, other state and federal agencies, professional organizations, community centers and the general public. Provides an Executive Summary of activities and recommendations following onsite visits and reviews, as requested and prescribed by the Director of Operations, and oversees the development of action plans to correct identified issues. The position works with minimal supervision with extensive latitude for the use of initiative and independent judgment. This position can telework from home, but requires travel to all SSLCs statewide and state office on a regular basis. The Program Specialist VII/Field-Based Coordinator position reports to the Director of Operations for the State Supported Living Centers.Essential Job FunctionsProvides on-site mentoring and highly advanced consultation to SSLC Directors and Assistant Directors of Programs to facilitate uniform, appropriate and effective implementation of supports and services.Oversees the implementation of established action plans and ensures that established direction and operational objectives for ICF/IID centers are being adhered to.Oversees progress toward the achievement of SSLC goals and objectives by planning, developing, and monitoring of guidelines.Provides highly advanced technical guidance to centers in program and operational areas; and identifies and coordinates use of available resources to improve the quality of program services and supports for assigned centers.Oversees the development of internal audit processes for assigned centers to ensure efficient and effective operations and service delivery.
