Overview:

Performs professional personnel duties related to the development and administration of the ILSOS Classification Plan and ILSOS Department of Personnel Pay Plan; researches and issues determinations for position inquiry audits or appeals as requested by employees or management;

participates in development, revision and validation of written examinations for new class titles, class titles with revised education and experience requirements when current are found invalid; administers Training and Experience examinations, may evaluate applications for exempt titles on an as needed basis and serves a back-up to test room monitors.

Duties and Responsibilities:

Administers training and experience examinations evaluating applicant work history and educational achievement in accordance with established grading criteria; may review employment applications to determine if applicants meet minimum requirements for employment in exempt class titles.Determines the proper allocation of new positions, propriety of clarification of existing positions, abolition of positions or other position actions using information received from operating departments, prepares position descriptions; renders original allocations and reconsidered decisions from employee or management request and participates in position reviews as part of regular maintenance of Position Classification Plan; prepares submittals of allocation appeals and represents the department at allocation appeal hearings.Evaluates, processes and maintains documents from the IL Dept. of Labor and labor representatives to ensure rate changes are properly implemented following the Department of Personnel Pay Plan code; participates in wage and salary surveys in response to management requests, agreements with bargaining agents, or changes in class standards, the economy or job market; contacts appropriate public jurisdiction and private industry to compile comparative data; prepares reports, graphs, charts, or other materials illustrating the results of wage and salary surveys or appropriateness of salary/range assignments to new or existing classes.Participates in the development, revision and validation of written examination for new class titles, class titles with revised education and experience requirements or when current examination are found to be invalid; participates in the development and validation of training/experience grading scales or other types of merit examinations; assists in the preparation and maintenance of documentation of job/item analysis, test validation and other information gathered in the course of developing and validating examinations.Serves as backup in conducting studies of positions for the establishment, revision and/or abolition of class standards, utilizing survey, review and auditing techniques necessary to determine the content and requirements of the class; develops class specifications; coordinates the implementation of changes to the class specifications with regard to labor relations and transactions; serves as backup to test room monitors.Performs other duties as required or assigned.Specific Skills:

Requires extensive knowledge of office procedures, practices, equipment and personal computers.Requires extensive knowledge of personnel/human resources practices and techniques.Requires extensive knowledge of composition, grammar, spelling, and punctuation.Requires extensive knowledge of the principles of organizational administration and structure.Requires working knowledge of arithmetic computations.Requires working knowledge of the Secretary of State merit Employment Code, rules, and regulations or equivalent knowledge gained in other merit or civil service settings.Requires ability to effectively interact with employees, management personnel, the public, applicants and other personnel professionals.Requires ability to follow detailed oral and written instructions.Requires ability present technical ideas clearly and effectively both orally and in writing.Requires ability to read and comprehend laws, rules, regulations, policies and procedures.Requires ability to analyze facts and information and draw logical conclusions.Requires possession of a valid Illinois driver’s license, and may require some travel.Requires ability to lift and carry up to 25 lbs.Education and Work Experience:

Requires knowledge, skill and mental development equivalent to the completion of four (4) years college

AND

two (2) years of professional personnel or human resources experience in a public or private organization.
