Summary

As a Budget Analyst, you will be responsible for administering, developing, implementing and evaluating budget and financial management requirements and procedures for all GSA Staff Offices.

Duties

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee's home). Positions include routine telework and remote work arrangements that are geographically specific to: Denver, CO; Ft. Worth, TX; Kansas City, MO; Philadelphia, PA; and Washington, DC. The duty station will be determined upon selection and will be located within the geographic area described.

As a Budget Analyst, you will perform the following duties:

  • Provide a variety of budget and financial management services in response to the needs of all organization financed by appropriations, reimbursable and revolving funds. Perform a wide variety of functions that include reviewing and recommending action on proposed obligations, compiling financial data for analysis and preparation of budget and financial reports. Maintain a continuous review of the status of obligations, and program progress.
  • Make reprogramming recommendations. Evaluate the impact of program initiatives on funding requirements. Evaluate budget and financial management policies and programs in the central office and regions and make recommendations to the Division Director and senior officials where appropriate. Determine the need for and recommend implementation of policies and procedures applied throughout appropriated, reimbursable and working capital fund accounts for the purpose of ensuring effective funds control and accountability for the use of funds.
  • Monitor all expenditures to determine if spending is within approved budget allocations and essential to mission accomplishment/purpose and within legal authorities of program offices. Analyze accounting and fiscal reports and relate these reports to annual budget plans to determine financial performance and effectiveness. Analyze a variety of complex operating reports, financial data and other relevant documents for the purpose of determining the financial viability of the program base operating expenses and initiatives and integrity of the data.
  • Manage financial plans, develop and refine standard financial accounting terms and conditions for contracts, memorandums of understanding, interagency agreements and other related functions. Provide authoritative interpretations of public laws, executive orders, Office of Management and Budget circulars and bulletins, and agency directives, which govern budget process.
  • Examine budget proposals and financial plans for adequacy of justification, feasibility and economy of proposals. Develop and administer nationwide guidelines, procedures, and control measures pertaining to all phases of budget execution, formulation, and financial management.

The GS-14 salary range starts at $122,198 per year. Locality will be determined based on duty location.

SPECIALIZED EXPERIENCE:

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience managing the formulation, presentation, and execution of a budget for a major component of an agency or organization. Experience should include the majority of the following: developing formal budget submissions; justifying budget requests; budget forecasting; reviewing and recommending budget requests; evaluating and monitoring systems for the expenditure of Federal funds; financial management leadership; managing budget activities related to multi-source funds, including revolving, appropriated and reimbursable funds; and establishing controls and making recommendations on resource allocations.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  1. Knowledge of budget execution and formulation processes, i.e. allocation of resources, midyear review, yearend closing, object classification, and funds control.
  2. Ability to analyze and interpret, financial and operational results, identify problems, and present recommendations as they relate to current and future requirements for development, revision, or enhancement collection systems and delivery of financial information.
  3. Skill in applying quantitative and other analytical techniques such as cost-benefit analysis, return on investment analysis, trend analysis, and decision theory to identify relationships between program objectives, accomplishments, budgetary, and financial considerations.
  4. Skill in oral and written communications to provide advice and to negotiate matters relating to budgetary and financial management policies, practices and procedures.
