This is advanced professional work responsible for managing the activities associated with the Systems Infrastructure of the City to ensure stable operations of the City's business and public safety computer data centers and applications. This includes but is not limited to: managing the IT staff responsible for the support and maintenance of hardware and software deployments for large data centers and cloud infrastructure services, inventory, monitoring and diagnosing operating systems, data storage, backups, restores, and business continuity services for disaster recovery including Platform-as-a-Service, Infrastructure-as-a-Service, and Software-as-a-Service environments. An employee in this classification is responsible for ensuring the delivery of these services efficiently and in a timely manner. General direction is received from the Chief Information Officer or designee.An incumbent’s role is to plan, organize, and manage the presentation of information technology services across the City and ensure service levels to customers are the best possible. An employee in this class will consult with technical personnel to develop the most effective strategies which optimize the availability and performance of the City’s informational resources.Responsibilities:Develops, maintains, and supports physical and virtual computer servers, storage, and backup systems on premise at the data centers, co-location sites, and cloud infrastructure.Monitors and evaluates the efficiency and effectiveness of systems infrastructure; maintains optimal connectivity; assesses and monitors workload; and recommends and implements solutions to increase overall efficiency and productivity.Assists with the planning and design of all data center computing segments in conjunction with the Applications, Infrastructure, and Security resources.Approves all changes, additions, or modifications to system configurations at our equipment rooms, data centers, and multiple cloud providers.Incorporates secured and open access to support business operations without compromising city data or operations.Assists with the planning and design of all data center and cloud computing infrastructure, monitors, and maintains the systems on a 24/7/365 basis to ensure proper service level agreement (SLA) uptime due to the critical public safety requirements of the system.Manages, coaches, trains, and directly supervises all resources directly responsible for the high availability of the City’s computer systems.Anticipates internal and external systems infrastructure issues to align operational priorities and tactics.Manages and ensures continuous improvements of the IT Service quality.Assists with the planning and deployment of systems infrastructure security measures in an effort to mitigate computer attacks, breaches, and system failures.Coordinates change management activities to minimize the possibility of business disruptions caused by systems upgrades.Manages operational costs; conducts short- and long-term financial forecasts for the provision of IT services related to computer systems and cloud infrastructure.Tests computer systems performance and provides CPU, memory, storage performance statistics and reports; develops strategies for maintaining computer systems and cloud infrastructure.Consults with City departments, deriving systems infrastructure needs for the current and future growth of computerization in departments.Coordinates, manages, troubleshoots, and supports the setup, configuration and installation of telecommunication and computer systems, hardware, software, and peripherals.Participates in the development and implementation of goals, objectives, policies and priorities for the Department; recommends within departmental policy, appropriate service, and staffing levels, recommends, and administers policies and procedures.Manages staff, including setting direction and performance objectives, assigning, and monitoring work tasks, and overseeing staff development.Develops effective strategies which optimize the availability and performance of the City’s informational resources.Participates in the implementation, testing and simulation of the Backup and Disaster Recovery plan.Stays abreast of current technology trends and changes, determines potential impact on business services and processes, and recommends solutions for improved use of technology to support short- and long-term goals.Conducts feasibility studies for various upgrade projects, improvements, and other conversions.Meets regularly with management to share updates on pervasive issues and upcoming events, as well as recommends, develops, implements, and supports cost effective technology solutions.Oversees the analysis, design, evaluation, testing, documentation, implementation, and maintenance of complex systems and projects.Analyzes requests for services and serves as a primary point of contact to departments and outside vendors and consultants.Participates as a technical expert in the negotiations of IT contracts and monitors vendor performance once contracts are awarded.Identifies, secures, and coordinates implementation of internal and external resources and expertise as appropriate to achieve project objectives.Produces ad-hoc reports when required.Conducts research and makes recommendations on business and technical products, services, protocols and standards in support of procurement and development efforts.Performs other related work as required.Minimum Qualifications:Bachelor’s degree in Computer Science, Management Information Systems, Business Administration, or a closely related field and five (5) years experience managing data center and cloud infrastructure services.OREquivalent combination of education and experience beyond a high school diploma or its equivalent and one (1) year of the required experience.SPECIAL REQUIREMENTS:Must have one (1) valid certification or its equivalent from the below listed professional certifications at the time of application and must maintain it active while employed in the classification or an incumbent must obtain one (1) certification from the below listed professional certifications within one year of appointment into the classification and maintain it valid throughout employment in the classification.MCSA – Microsoft Certified Solutions AssociateMCSE – Microsoft Certified Solutions ExpertAZURE – Azure Solutions Architect ExpertAZURE – DevOps Engineering ExpertAWS – Solutions Architect ProfessionalAWS – SysOps AdministratorGoogle Associate Cloud EngineerGoogle Professional Cloud ArchitectNOTE:This classification requires being on call 24-hours a day, work nights, and weekends.
