ABOUT THE POSITION:The primary purpose of this job classification is to handle software and enterprise-level application tasks of moderate to complex difficulty, supporting various operations across multiple divisions within the Water department. This role is based in the Asset Management Division and assists City departments with the daily management of essential software applications. Responsibilities include software configuration, program modifications, user support, training, process improvements, report development, and other related duties as needed.THE IDEAL CANDIDATE The ideal candidate has experience supporting enterprise level software applications and Microsoft SQL databases, including writing complex T-SQL queries, developing stored procedures, using Microsoft SQL Server Management Studio, developing reports using Microsoft SQL Server Reporting Services (SSRS), and troubleshooting software problems. In addition, the ideal candidate has excellent interpersonal skills which enable him or her to work extensively with both technical and non-technical staff at all levels City- wide. The candidate must be able to logically create detailed documents and emails, as well as track, coordinate and facilitate communication on multiple projects simultaneously. Experience with water utility processes and asset data is a plus. Previous asset management experience is highly desirable.

Examples of Duties and Responsibilities

Analyzes, documents and recommends changes to business processes;Advises and consults with users to develop required application services for departmental business processes;Plans, coordinates, and schedules future needs keeping all parties informed of plans, progress, and issues;Develops and recommends application and resource priorities;Evaluates existing program performance and recommends modifications;Administers changes and adjustments to systems as needed.Assists in the day-to-day operations of the department's applications technology needs;Replaces, repairs, upgrades, and maintains system software and hardware;Monitors and recommends improvement to operational performance and security;Troubleshoots system problems;Isolates the cause of system failures;Implements system upgrades;Installs new and additional hardware and software as required.Develops and implements automated records, workflows, stored procedures and specialized mid-level reports in response to user needs.Conducts formal and informal training programs on the use and operation of various application systems software. Maintains and compiles documentation of user procedures manuals, technical references, training manuals, handbooks and guides;Identifies opportunities for improving service delivery methods and procedures;Reviews with appropriate management staff and implements improvements.Maintains tables, data structures, diagrams and testing data;Develops and administers methods to ensure data integrity.Determines when to escalate problems to vendors or programmers to identify and correct causes of hardware and software malfunctions and to perform enhancements.Responds to and resolves user inquiries and complaints.Attends and participates in professional group meetings;Stays abreast of new trends, innovations, equipment, and languages used in computer systems and information technology in the area of assignment, as well as standard word processing, spread-sheet, database, reporting tools, graphics, and desktop publishing software.Provides emergency response to reduce down time, correct errors, monitor vendor activity, facilitate off hours scheduled maintenance, and repair system failures on an as needed basis.Performs other duties as assigned.

Required Qualifications

Knowledge of:

Modern principles and practices of computer systems management, analysis, design, database structures & relationships, script writing, documentation, and maintenance; various software packages including word processing, spreadsheet, and database management, reporting tools, graphics and desktop publishing applications and programs; principles, techniques, and tools of computer hardware and software installation, troubleshooting and maintenance; operating principles, methods, practices, options, and limitations of a wide range of hardware related to computers; data management theory, principles, techniques, and practices and their application to a wide variety of services and programs; applicable technical terminology, applications, features, and services; operating systems such as Windows, LAN/WAN principles, PC, Web and server applications and telephone systems; modern office practices, methods, and equipment; principles and procedures of record keeping and reporting; research techniques, methods, and procedures; occupational hazards and standard safety practices necessary in the area of computer operations; correct usage of the English language, including correct grammar, spelling, vocabulary, and punctuation; techniques for dealing effectively with, and providing a high level of customer service to, the public, vendors, contractors and City staff, both in person and over the telephone.

Ability to :

Experience - Sufficient years of increasingly responsible experience providing administration and technical support to users of a specialized computer application to demonstrate possession of the knowledge and abilities listed above.

Education - Equivalent to completion of high school supplemented by college or university coursework in computer science, information technology, business administration, or a related field.

Working Conditions

Ability to sit for extended periods of time with some ability to move about at will. Ability to operate standard office equipment, computers and a variety of office software requiring continuous or repetitive arm-hand movements. Ability to learn Job-related material through oral and/or written instruction in an on-the-job setting, structured classroom training, and by reading and comprehending written material and graphic instructions and making inferences from the contents. Ability to communicate verbally face to face, on the telephone, and in group meetings. Able to perform a visual scan of on-screen information when monitoring operation of applications. Ability to occasionally lift and move monitors, printers, and other equipment weighing up to 50 pounds for short distances.
