The Program Evaluator will work closely and under assigned supervision. She will be responsible for developing and implementing an effective quality improvement data management and reporting system that demonstrates the data’s reliability, validity, completeness, and accuracy. This position will collect the required data, analyze, and report on assigned tasks to measure areas of effectiveness, efficiency, and satisfaction to assist management in making informed decisions to continuously improve organizational and/or program outcomes.The primary goals of program evaluation are to ensure stakeholders are engaged, active participants in the process, and that the evaluation process and findings will be meaningful and useful to those responsible for improving and assessing the program.Duties and Responsibilities:

Ensure data is collected that provides information on the needs of the persons served, other stakeholders, and the business needs of the organization for comparative analysis.Measure the performance indicators set by the organization for business function improvement, analyze the results, and report meaningful data to Executive Management to aid informed business decisions.Collect, analyze, and report post-discharge information including evaluations of the program by persons served and clinical information comparing current status to discharge status.Demonstrate how program evaluations address data validity, reliability, completeness, and accuracy.Produce an annual written analysis of Critical Incidents addressing causes, trends, actions for improvement plans, necessary education and training of personnel, and prevention of recurrence.Develop and maintain a “Tasking Schedule” containing all types of assessments, their frequency, and follow-up dates.Work closely with the Board to identify major stakeholders and members for the Program Evaluation team, which will include key stakeholders.Facilitate, organize, and coordinate regular meetings with the Program Evaluation Team for review and input regarding data.Ensure the Program Evaluation Team utilizes data collected from internal and external sources for setting and measuring performance indicators.Complete reporting of analyses for the Business Functions outlined above at minimum annually, and/or according to contractual agreements.Provide meaningful information in all departmental reporting by identifying areas needing performance improvement.Coordinate to ensure receipt of all action plans related to departmental reporting for performance improvement.Ensure only reviewed final drafts of performance information are shared in a timely format that is useful to personnel and stakeholders.Maintain the QI manual outlining CURA’s data collection plan processes and improvement plans.Ensure the review and/or design of QI tools such as surveys and statistical procedures.Maintain confidentiality according to federal, agency, and certifying board regulations.Provide training to personnel regarding evaluation tools and procedures regularly.Other tasks as delegated.Skills:

Ability to mine agency databases.Ability to edit and maintain a QI Manual and reports.Ability to facilitate and work with an interdisciplinary evaluation team.Strong math, verbal, writing, and analytical skills.Ability to prepare reports and conduct basic research.Public presentation skills.Graphic skills.Demonstrate tolerance for ambiguity, rapid responsiveness, and flexibility.Quick learner with cross-cultural sensitivity.Demonstrate calmness and focus on evidence and conclusions.Integrity, clear ethical sense, and honesty.Education and Requirements:

Minimum Bachelor’s degree with knowledge of research, statistics, measurement, evaluation, reporting, or related experience; Master’s Degree preferred.Some knowledge of nonprofit social services is helpful.Computer literacy: MS Excel, MS Access, EPI Info, and electronic survey tools.Ability to sit in front of a computer or other visual equipment for long periods.Valid NJ Driver’s License.Ability to travel.
