GENERAL SUMMARY:Under general supervision of the Chief of Police, the Code Compliance Officer inspects and enforces Federal, State and City building, property, zoning, and nuisance codes related to health and safety issues in order to protect the property values and safety of the City of Aubrey citizens.Proactively performs daily property inspections in an established district to assess compliance with City ordinances such as property maintenance (trash and debris, tall grass and weeds, junk vehicles, outside storage, yard parking, dilapidated fences), and minimum building standards (dilapidated roofing and siding, broken windows, peeling paint).Thoroughly research, determine property ownership, tenancy, prior violation history, chronic offender status, etc.Issue notices, extensions, and citations as necessary to gain compliance with City ordinances.Submit written work orders for properties that remain non-compliant after issuance of a citation.Maintain case files (inspections, violation photographs, ownership information, case-related meetings and phone conversations, notices and citations issued, work orders submitted, disposition of cases, etc.).Work closely with citizens to assist them in gaining compliance with City ordinances in the most customer-friendly manner possible.Work closely with other City departments to develop appropriate local ordinances, the best policies and procedures possible to improve enforcement of, and compliance with, City ordinances.Investigate reported violations, take photographs, and inspect properties for code violations or health-related concerns.Enforce City ordinances and codes especially relative to illegal, off-site, or expired signage; generally, within public rights-of-way or businesses.Answer questions and provide information in person pertaining to policies and procedures to the public regarding the sign ordinance, and related matters.Issue code compliance deadlines to property owners and business owners for compliance.Respond to citizens' inquiries both orally and in writing within a prescribed time of receiving a citizen's request & correspondence of responses.Perform visual and on-site inspections for assigned area of responsibility such as signs, fences, inoperable vehicles, grass and weeds, private property parking violations, single-family rental inspections, minimum building standards, land and building uses, sewage leakage and other potential health hazards.Patrol streets and alleys of the City to prevent or detect code and ordinance violations.Research, review, and recommend changes to existing or proposed City codes and ordinances.Travel to perform inspections and to attend meetings, conferences, and training.May be subject to repetitive motion such as typing, data entry and vision to monitor.May be subject to exposure to extreme weather conditions, hazardous chemicals, fumes, infectious diseases, toxic waste, air, and water borne pathogens, unsafe and unhealthy building conditions, and rough or unstable terrain.May be subject to extended periods of bending, reaching, kneeling, climbing ladders, lifting or carrying building materials when securing condemned or unsafe buildings or pools.Performs other related duties as assigned.ABILITIES, KNOWLEDGE AND SKILLS:Abilities in the following:to be punctual and attend work regularly.to communicate clearly and concisely, both orally and in writing.to effectively handle sensitive situations requiring courtesy, persuasion, and tact.to handle confidential matters in a responsible manner.to evaluate situations and make accurate decisions.to demonstrate actions that promote professionalism and credibility for the organization.to demonstrate accountability in completing tasks, projects, or other work assignments on time and according to established performance standards.to classify, categorize and prioritize information and assignments.to utilize City maps and other advisory data.Knowledge in the following:of Federal, State and City safety codes and City ordinances.of computers and related equipment, hardware, and software.Skill in the following:effective oral and written communications.in investigating and enforcing safety codes and City sign ordinance.in negotiating, mediating, and resolving customer complaints and concerns.MINIMUM JOB QUALIFICATIONS:EDUCATION & EXPERIENCEHigh School diploma or GED,Two (2) years customer service experience,One (1) year of which is in a Code Enforcement Officer in Training role;

or

equivalent combination of education and experience.LICENSES & CERTIFICATIONSMust possess Texas Department of Licensing and Regulation (TDLR) Registered Code Enforcement Officer License.Valid Texas Class C driver license is required with a good driving record.WORKING CONDITIONS:Ability to lift up to 10-40 pounds on a regular basis.Visual acuity, speech and hearing, hand/eye coordination and manual dexterity necessary to operate tools and equipment associated with the job.Must pass a pre-employment drug screen, criminal background check, and motor vehicle records (MVR) check.
