to support proposals for our Corporate Growth Office. In this role, you will be an added member of the continued growth and success of this team. This position will be based out of our

Fairfax, VA

area. You will be leading proposals and providing support on other projects. You can expect to work on proposals ranging in size from $25M-$250M. Because of the wide range of sizes, you should be familiar with DoD contract vehicles including but not limited to, DTIC IAC, GSA OASIS (including FEDSIM), Seaport NxG, RS3, and OTA. You will work closely with a team of other proposal leaders as well as capture and business development. A successful person in this role possesses traits such as being well-organized, detail-oriented, willing to do any aspect of the proposal effort, and effective communication.Key Responsibilities:

Manage proposals, including all aspects of proposal development: pre-proposal planning activities, kick-off meetings, value proposition conveyance, theme development, schedule management, action/issue tracking, proposal structure, compliance oversight, writing instructions and team guidance, review team coordination, and production oversight.Develop/maintain proposal management-related artifacts for each opportunity to include kickoff materials, requirements-based master outline and compliance matrix, schedule, annotated outlines, writing instructions and templates, daily stand-up agenda, proposal team contact list, action items, and color team review briefings.Review/analyze proposal sections for consistency and clarity, compliance with solicitation requirements, and alignment with proposed solutions and themes, and write/re-write proposal sections as necessary to deliver high-quality, winning proposal products.Manage and direct all proposal efforts to include preparation, revision, and submission; establishes and enforces the proposal schedule. Clarify, communicate, and enforce the roles and responsibilities of the proposal team members.Collaborate with the capture manager, subject matter experts, and other writers to refine proposal sections to ensure accuracy, compliance, consistency, and reflection of win strategies. Also, finalize staffing plans and management plans, and identify Past Performance references.Work with the Pricing Manager to maintain the schedule for price reviews, BOE development (as necessary), and cost narrative development.Lead/facilitate/drive the discussion during solution strategy sessions with the capture manager, volume lead(s), and subject matter experts; capturing and helping to document customer hot buttons, win themes, our approach/solution, and features and benefits at the level required for a compelling proposal response.Work with the color review leads to convene color teams and prepare color team packages. Lead color review recovery from post-review assessment to providing guidance for implementation of approved content changes and modifications.Maintain version control throughout the RFP response lifecycle; ensuring proposal artifacts are secured at all times.Remain current on all solicitation modifications and communicate them to the team. Revise, schedule, outline, and compliance matrix as necessary throughout the proposal life cycle.Ensure proposal compliance, checking submissions for compliance regularly throughout the proposal cycle.What you need to have:

6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.Knowledge of the proposal development life cycle and understanding of Shipley or other proposal development processes.Demonstrated ability to work efficiently under conditions of multiple deadlines and changing priorities to high-quality material.In-depth understanding of compliance with all sections of governmental RFPs, experience analyzing RFPs, creating proposal outlines and schedules, managing and coordinating proposal teams and work products, writing new material, editing written material, and producing high-quality proposals under tight deadlines.Understanding of FAR (Federal Acquisition Regulations).Flexible and open to changing schedules and priorities and managing multiple tasks simultaneously within compressed timeframes.Able and willing to work extended hours to meet dynamically changing needs and delivery schedules.Clearance: Must have the ability to obtain a Secret clearance.Bachelor’s degree and 10+ years of continuous proposal management experience including leading large $100M+ opportunities.Clearance: Possess a current active Secret clearance.Ability to coordinate off-site subcontractors and proposal team.Familiarity with the use of proposal collaboration tools.Dynamic interpersonal skills to interact with all levels of management.Excellent work ethic and excellent organizational, written, and verbal communication skills.Strong verbal and written communication skills are essential, along with attention to detail and accuracy.Excellent facilitation, communication, and presentation skills.Strong leadership, problem-solving, and decision-making abilities.Ability to interface and coordinate with all involved departments and senior executives.Must be well-versed in Microsoft Office 365: Word, PowerPoint, Excel, Teams, and SharePoint 365.Working knowledge of Teams, SharePoint or other proposal collaboration software.HII is more than a job - it’s an opportunity to build a new future.
