Nature of Work: Investigator under the direction of an Assistant Director or above, assists in the design, development and implementation of departmental processes and/or programs. Recommends policies and procedures to ensure effective coordination of departmental programs.

Typical Responsibilities: Investigator will conduct prompt and thorough investigation, which includes: identifying and interviewing witnesses, gathering and securing relevant documentation, and identifying other information in response to reports and complaints regarding discrimination, sexual misconduct, harassment, stalking, or relationship violence involving students, faculty, staff or third parties.The position will also assist with investigating claims of discrimination based on membership in protected categories, including race, religion, disability, gender, gender expressions, gender identity, pregnancy, age, or national origin.During declared campus emergencies, this position may be required to perform specific job related duties at a designated off campus location or place of residence.

Required Qualifications: This position requires either (a) Master's degree from an acceptable accredited institution in a directly related area of specialization; (b) Bachelor's degree from an acceptable accredited institution in a directly related area of specialization and two years of experience directly related to the job functions; or (c ) 6 years of direct experience.

General Description / Primary Purpose

Title IX and Civil Rights investigator works with Title IX Coordinator to ensure institutional compliance with Title VII of the Civil Rights Act of 1964, Title IX of the Education Amendments of the 1972 Civil Rights Act ("Title IX), the Violence Against Women Act Re authorization of 2013 (VAWA), the Campus Sexual Violence Elimination Act (Campus SaVe), and other federal and state laws. The Title IX and Civil Rights Investigator will conduct prompt and thorough investigations, which include: identifying and interviewing witnesses, gathering and securing relevant documentation, and identifying other information in response to reports and complaints regarding sex or gender-based discrimination, sexual misconduct, harassment, stalking, or relationship violence involving students, faculty, staff or third parties. The position will also assist with investigating claims of discrimination based on membership in protective categories, including race, religion, disability, gender, gender expressions, gender identity, pregnancy, age, or national origin. The investigator acts as a neutral party and provides a detailed, unbiased report regarding the findings of the investigation. This position works closely with the Title IX Coordinator, the Office of General Counsel, the Office of Human Resources, the Office of the Provost, the Office of Student Conduct, and with other university administrators.

Job Functions

Marginal Functions

Serves on University committees as requested. Promotes awareness of educational events and activities related to Title IX via social media and other venues. Collaborates with University Police Department to ensure accuracy in reporting annual crime statistics, as required by the Jeanne Clery Act. Represent Title IX Office at programs and events.

Departmental Requirements

Demonstrated ability to analyze complex situations, determine facts, exercise good judgment, identify solutions, and consistently apply policies, procedures and laws. Compile clear, concise and comprehensive investigative reports. Demonstrated knowledge of relevant higher education regulations that impact student disciplinary processes and associated records including, but not limited to, FERPA, Clery Act and Title IX. Ability to maintain thorough and detailed case files. Excellent judgment with the ability to manage highly sensitive and confidential information. Ability to maintain neutrality and work under stress. Demonstrated commitment to diversity and success in working with diverse constituencies to support an inclusive campus environment. Ability to read and interpret complex legal documents to evaluate their impact on University policy and procedures. Working knowledge of nondiscrimination laws and compliance regulations to including due process protections. Demonstrated ability to facilitate educational programs and presentations for students, faculty, staff, and community members. Ability to manage multiple, on-going and complex caseloads of Title IX related incidents and complaints that ensures the prompt, effective and equitable conclusion of matters. Title IX related training or certification through a nationally recognized organization preferred. Prior experience in an institution of higher education. Experience working with victims of sexual misconduct, domestic violence, and/or other types of trauma.Knowledge of Title IX, Clery Act, and VAWA. Knowledge of gender/sexual violence issues and effect of sexual assault on victims, survivor recovery. 3 years of demonstrated experience in investigating Title IX complaints, incidents, and/or grievance investigation and resolution.

Supervision Received

Position reports to and receives administrative supervision from the Director Equal Opportunity and Inclusion and Title IX Coordinator. Person selected is expected to function independently within the guidelines of the University's personnel policies and regulations, coordinate with all appropriate unit heads, and exercise considerable judgment and initiative in planning, organizing, and completing assignments.

Policy Making

Serve as a resource and provide education to the UNF community regarding University policies, and procedures regarding discrimination and sexual misconduct. Conduct research on state and federal laws, provide guidance, and assess applicability to current complaints. Review current literature and research.

Program Direction and Development

Assist Title IX Coordinator in departmental strategic planning and assessment initiatives. Assist with creating, maintaining, analyzing and reporting statistical data. Assists with campus training, reporting, campus programming and outreach. Continuously identify and integrate best practices in the Title IX investigation arena into knowledge base and practice. Actively foster and maintain a climate that is supportive of students and respectful of difference.

Level of Public Contact

Position will interact with students, faculty, staff, law enforcement, attorneys, family members, other professionals and the general public. Cultivate relationships with campus stakeholders. Develop and maintain relationship and clear lines of communication with campus and community partners in resolving complaints and to ensure that the University's processes, responses, and policies are consistent with federal and state laws and regulations related to compliance with non-discrimination laws. Build relationships with colleagues at peer institutions.

As such, any person in this position must report to the University Police Department a crime or an incident that might be a crime that he/she becomes aware of. This position has a reporting requirement because the University believes that responsibility for students, campus activities and/or campus security will make the holder of this position someone members of the University community will see as an authority figure and someone to whom they can seek help. A CSA is not expected to investigate or determine whether a criminal incident actually took place. A CSA ' s responsibility is a duty to report.
