Position Overview: We are seeking a skilled Cobol Programmer Analyst to act as a liaison among technical and business stakeholders. In this role, you will elicit, analyze, communicate, and validate requirements for changes to information systems, business processes, and policies. You will also serve as a senior programmer analyst, providing operational support for mainframe applications written in COBOL and XGEN. Additionally, you will oversee system documentation in compliance with organizational standards. NO C2C or third party candidates will be accepted for this role Key Responsibilities: Validate project estimates and provide content approval for compliance with project management methodologies. Facilitate requirements gathering meetings with clients to identify impacted business processes and determine effective IT solution integrations. Redesign and approve program specifications based on test results. Lead artifact reviews to ensure adherence to organizational policies and standards. Design and document IT solutions using standard technologies. Manage change requests for production system fixes and system design alterations. Approve integration, performance, system, or user acceptance test plans. Validate test data and results, differentiating between defects and new requirements. Develop and monitor defect tracking logs and facilitate problem resolution. Conduct post-implementation validation of application and infrastructure changes. Monitor long-term IT solution performance and recommend improvements. Act as a liaison for application requests, standards, and project-related matters. Contribute to the development and implementation of the client agency’s IT strategic plan. Maintain effective communication with stakeholders, vendors, and agency staff regarding project metrics. Participate in disaster recovery planning and implementation. Assess the impact and risks to existing IT solutions due to proposed changes, enhancements, or legislative requirements. Required Skills and Qualifications: Bachelor’s degree in a technical field (e.g., mathematics, computer science, engineering, information systems). Minimum of 5 years of programming experience in COBOL or XGEN. Minimum of 5 years of experience in requirements gathering. Minimum of 3 years of experience in writing test cases. Excellent verbal and written communication skills.
