Job Description

Payments Governance Team ensures proper oversight and governance for all Third Parties that have sub-merchant relationships for the lifecycle of the engagement. The team is responsible for properly evaluating, assessing, and monitoring Third Party relationships in accordance with regulatory, Card Network and JPMC standards.

As a Vice President, leading Payments Governance, you will be responsible for enhancing and exceling a new team focused on ensuring Third Parties in particular Payment Facilitators, Marketplaces and Staged Digital Wallet Operators are meeting Acquirer, Regulatory, and Card Network requirements. You will be responsible for ensuring we are properly positioned to scale for the future in a fast paced environment that is rapidly growing and ever changing. It's expected you will be a subject matter expert in card network rules and quickly become versed in JP Morgan Chase's policies in areas including fraud, credit, legal and brand risks, as well as keeping abreast of emerging trends within the industry.

You will be responsible for managing 8-10 VPs, Associates and Analysts in multiple regions which requires you to ensure onsite assessments, monthly and quarterly monitoring reviews, evidence collection, document retention, QA and reporting are performed accurately. You must have extensive team building, analytical, presentation skills and report-writing abilities as well as exhibits advisory expertise while consulting with Third Party agents, relationship managers, executives and Card Network representatives to promote proper execution of governance.

Job responsibilities
  • Effectively lead in the areas of delegation, oversight, coaching, problem solving, reporting, communication, conflict resolution and performance evaluation
  • Evaluate with expertise the compliance and card network requirements associated with payments products such as sub-merchant due diligence, fraud, and chargebacks
  • Enhance Third Party oversight and governance throughout the lifecycle of the relationship by improving testing procedures for onsite, monthly and quarterly assessments with detailed documentation
  • Proactively identify obligations, risk and/or themes based on applicable financial regulations, Card Network requirements and/or card processing changes. Translate identified obligations into relevant policies and procedures to be communicated and implemented across the business
  • Develop and implement data analysis tools to improve assessment efficiency, effectiveness and automation
  • Possess a can do attitude with a problem solving mindset that focuses on unlocking growth while balancing risk and compliance
  • Ensure the right controls are in place to launch and grow products with the ability to implement risk mitigation strategies and develop approaches to scale solutions/products
  • Develop strong relationships with partners across Risk, Product, Tech, Sales, Treasury, Payment Network Office, Legal, Credit, Finance, Compliance and Operations teams to prioritize, scope and roll out launches as well as manage escalations and remediations.
  • Serve as a key collaborator in the design and implementation of new complex third party sponsorship initiative

Required qualifications, capabilities, and skills
  • Experience with Merchant Services, Payments or Card Networks is a must
  • Experience managing people of different levels
  • Experience in external partner-facing roles
  • Passionate about payments, fintech, Third Party and compliance risk management with an eye on future strategic initiatives
  • Demonstrated project/program management skills and a proven track record for building and scaling programs from the ground up
  • Demonstrated ability to monitor and analyze performance data both in real time and on a cumulative basis, and make appropriate recommendations to ensure success. Experience with data analysis programs (e.g., Python, Big Query, Looker, Alteryx)
  • Analytical thinker with excellent interpersonal, written and verbal communication skills with the ability to present and influence at the executive level
  • Strong stakeholder management skills including navigating difficult situations, negotiating timelines, and influencing internal and external stakeholders across organizations and borders
  • Proficient with Microsoft Suite of applications, including Excel, Access, and PowerPoint, and capable of developing high quality presentations with graphs and analytics
  • Some travel may be required to support onsite initial and annual due diligence reviews
  • Contribute to a business climate and culture that encourages integrity, respect, excellence and innovation

Preferred qualifications, capabilities and skills
  • 2 years of experience with Visa, MasterCard, and Discover cardholder data security program rules and requirements
  • Qualifications in a relevant discipline with relevant accreditations, solid working experience as a professional auditor and/or financial industry practitioner or experience with one or more banking regulator partners
  • Experience with data analysis would be beneficial (e.g., Python, Big Query, Looker, Alteryx)
