The Student Union, Inc. is 501(c)(3) nonprofit auxiliary that manages and operates three major facilities at San José State University in downtown San José, California. These facilities include the Diaz Compean Student Union Building, the Provident Credit Union Event Center, and the Spartan Recreation and Aquatic Center. The Student Union, Inc. functions as part of the Student Affairs Division on campus, and is governed by a Board of Directors made up of a student majority, faculty, and administrators.

Job Summary
The HR Generalist, is responsible for supporting day to day HR operations and full-time and part-time employee talent acquisition, payroll and benefits, employee onboarding, training and development, including assisting in the development of policies, SPOs projects. The successful person in this position will develop and create activities aimed at finding and retaining high-performing talent, assist in solidifying and improving the relationship between employees and the organization, creating a thriving and energized workforce, and developing effective strategies to address appropriate performance expectations from employees. The position reports to, and receives general supervision and direction from the Sr. HR Generalist of Student Union.

Essential Functions and Tasks
Organization
  • Ability to support HR department goals and objectives, facilitate innovation and change in new and existing resources to meet the needs of Student Union mission, campus culture, and foster staff engagement.
  • Ensures employees and the company are in alignment and operating in accordance with company Human
  • Provide assistance and resources for policies review and development; and knowledge of employee governmental laws and regulations.
Payroll
  • Supervises the HR Payroll Generalist to ensure ADP Workforce Now payroll for the organization is verified and processed with a high degree of accuracy.
  • Monitors all pay practices and systems for effectiveness and cost containment
  • Verifies payroll bi-weekly ADP reports with the HR Payroll Generalist, for 400+ exempt and non-exempt employees.
    • Supervises HR Payroll Generalist to ensures that employees are accurately paid, on time, new hire paperwork is processed, payroll data records are maintained and recorded into the State Controller's Office payroll system; timekeeping and leave reporting is processed, disbursements are calculated and paid, and accounts receivables are tracked and payments records.
  • Run the reports from ADP and custom the reports for financial projects and audits as requested by the Accounting and Finance department.
Talent Acquisition and Retention (Full-Time, Part-Time Employees)
  • Establishes and leads standard recruiting and hiring practices and procedures in order to be compliant, and to recruit and hire an outstanding workforce.
  • Meets with all other search committees to review sound recruiting policies, procedures, and expectations.
  • Works with hiring committees and chairs on to review sound recruiting policies, procedures and expectations; recruitment, selection, interviewing, and recommendations to the hiring manager.
  • Oversees the recruitment process in Frontline Education (Recruitment and Hiring platform for all employees, including volunteers, exempt and non-exempt full time, part-time, and student assistants for the corporation and onboarding and offboarding of corporation employees.
  • Works closely with department managers or supervisors to ensure position descriptions, recruitments are completed in a proper and timely manner
  • Upon request to hire verify with the Sr. HR Generalist budget for positions
  • Log and complete verifications of employment. Typical types of verification of employment and written letters as requested by current and former employees.
  • Completes Accurate Background for employees to ensure the validity of each background check.
  • Prepares offer letters, completely new hire paperwork and onboarding, including I-9 processing, person of interest form. etc.
  • Develops an Onboarding and Offboarding Plan for all new employees.
  • Enrolls, manages and ensures all employees are in compliance with California State University (CSU) Learning & Development requirements for employment.
  • Provides necessary education and materials to student assistants and non-exempt/exempt employees employee manuals handbooks, policies/procedures for the corporation.

Physical Demands and Work Environment
  • The position works in a wide variety of environments including both a typical office as well as an outdoors and indoor facility program-oriented environment.
  • The physical demands of this position are described below
    • Sitting, walking, twisting, bending, climbing, pulling, pushing, squatting, crawling, kneeling, balancing, reaching, and coordination (eye, hand, foot).
    • Fall (Slip, Trip) Conditions that result in falls (impacts) from height or traditional walking and playing surfaces.
    • Weather Phenomena (Snow/Rain/Wind/Ice)
    • Lifting and carrying, frequently 10-25lbs, occasionally 26-50lbs.
  • In general, the position works a schedule based on business needs 9 a.m. - 5 p.m., Monday - Friday, may work evenings and weekends as required.

Minimum Qualifications
  • Bachelor's Degree in Human Resources, Business Management, Organizational Development or related field
  • Minimum 3 years of HR experience leading HR functions for mid to large size organization.
  • Three years of supervisory experience with personnel and employee support.
  • Demonstrated knowledge and hands-on experience with all functions of HR including recruitment retention, organizational development benefits, performance management, termination, employee development, safety and training.
  • Demonstrated knowledge and experience attracting, managing, developing, coaching, evaluating, and retaining staff.
  • SPHR, SHRM certification in HR to be acquired within 3 months of position


Preferred Qualifications
  • Master's degree and 4-5 years of experience in college union and/or human resource department management and supervision.

Background Check and Fingerprinting
Student Union employees are required to undergo and completed a successful background check that includes verification of employment and education, as well as a check of criminal records for employment. Candidates for positions where the employee will come in regular contact with minors and cash management will be required to be fingerprinted. This policy includes emergency hires and may also be applicable to volunteers depending on the work they will be doing.

In some cases, the background check will include a credit check and/or a Department of Motor Vehicles check, as well as a check of licenses and certificates when applicable. All background checks are conducted through the Student Union third-party vendor, Accurate Background
