Environmental Engineer/Scientist - Mid Level - Transportation Focus (Hybrid)

Summary:
The person in this position will assist with the management of state permitting and federal environmental review opportunities across the United States, with an emphasis on transportation in the Four Corners region. This person will work with clients to identify, scope, and manage environmental review, permitting, and compliance projects, as well as provide technical advice and support related to transportation and other project types. Work will involve helping build and maintain relationships with clients. Fulfillment of the position responsibilities will require periodic travel.
This person will work with federal, state, and local government officials; non-governmental organizations; regulatory staff; resource managers; other industry representatives; technical and information resource experts; and interested and concerned citizens. Responsibilities may also involve supporting business development activities.
This person will also work with multidisciplinary Barr project teams to manage and support the development of state and federal-level environmental review documents and permit applications for transportation and other industries. Responsibilities will include work with and managing interdisciplinary teams to prepare National Environmental Policy Act (NEPA) documents and other environmental regulatory reporting documents such as Clean Water Act (CWA) permits packages, biological evaluations, Phase I environmental site assessments, feasibility studies, and permitting plans. Tasks may also include managing and/or coordinating the public engagement processes; environmental surveys/assessments (archaeological/historical, threatened and endangered species, wetland delineations, inventories, and functional assessments); developing regulatory strategies with clients; consulting and negotiating with regulatory agencies; and supporting public involvement.

A hybrid work arrangement may be considered for this position. A hybrid work arrangement refers to splitting time worked between a Barr office and a home office. This position can be based out of Barr's Albuquerque or Farmington, New Mexico, offices.
NOTE: Some work locations may feature rough terrain typical of construction sites and may also require entering and working within facilities that include limited accessibility, moving machinery, and other conditions typical of industrial facilities. Safety training will be provided.

Minimum Qualifications:
- Bachelor's degree in environmental planning, environmental policy, urban/regional planning, environmental science, natural resources management, or related field
- 5-10 years of experience directly related to environmental review and permitting projects
- Proven ability to lead, organize, and direct multidisciplinary teams
- Knowledge of and experience with NEPA and state-equivalent regulations and processes
- Knowledge of and familiarity with federal and state regulatory agency staff, resource managers, and other government officials
- Experience working in a deadline-driven environment
- Strong oral and written communication skills and the ability to communicate in a consultative manner with project team members and clients
- Demonstrated skills and abilities in negotiation; problem-solving; attention to detail; accuracy and producing high-quality deliverables; project organization and management; fulfilling commitments on schedule and meeting deadlines; leading teams in preparing effective documents and applications; and building strong working relationships
- Self-initiative and motivation with an emphasis on client service
- A flexible working style and willingness to occasionally modify personal schedule as required to meet project deadlines and/or client needs
- Willingness to travel and work out of town
- Legal authorization to work in the United States without the need for sponsorship from Barr, now or in the future
- Possession of a valid driver's license and acceptable driving record
Preferred Qualifications
- Recent experience with environmental permitting/consulting for the transportation industry in the Four Corners region
- Experience managing environmental review and permitting projects and public engagement processes at state (where applicable) and/or federal level.
- Experience with New Mexico Department of Transportation
- Experience and/or familiarity with the following state and federal regulatory programs and permitting requirements: water appropriations, CWA permitting (Sections 401, 402, and 404), threatened and endangered species (Section 7 compliance), cultural resources (Section 106 compliance)
- Established relationships with federal and Four Corners states' regulatory agency staff, resource managers, and other government officials
- Experience engaging the public to provide a framework for thoughtful public involvement planning
- Experience working as a third-party contractor on federal Environmental Assessments and/or Environmental Impact Statements
- Ability to process complex or rapidly developing information to extract key issues and implications and develop appropriate strategies
- Experience training and mentoring staff
