The Superintendent invites qualified and interested persons to apply for the position of Instructional Specialist for Bilingual/ESL - Office of Bilingual/ESL Education

In particular, schools should receive the best guidance and resources to help their students become ready for college by meeting the expectations in the New Jersey State Learning Standards.

Newark Board of Education seeks an Instructional Specialist to work with the NBOE Department of Bilingual/ESL Education in supporting key initiatives and programs.

This is an exciting opportunity for someone with expertise in ELL programs and operations to have a lasting impact on Newark's students and families. This position may also be responsible for other duties as assigned.

RESPONSIBILITIES

The Instructional Specialist for Bilingual/ESL will support the work of the Office of Bilingual/ESL Education in a number of ways including:
  • Assist the Director of the Office of Bilingual/ESL Education in managing strategic initiatives within the Office of Bilingual/ESL Education related to the district's vision for English Language Learner curriculum and instruction.
  • Work with teams to investigate, filter, select and/or design programs for the varied needs of ELL populations in Newark Public Schools.
  • Implement curriculum, instructional resources, and professional development in Bilingual/ESL Education.
  • Assist in assessing the educational, financial, and managerial needs of schools with ELL students and ways in which the Office of Bilingual/ESL Education can help meet these needs.
  • Collaborate with team members of the Assistant Superintendents, the Offices of Data & Policy, Special Education, and other NPS divisions and departments to assist in successful delivery of quality education to ELL students.
  • Perform as lead in planning and managing the implementation of the district's summer school and after-school enrichment programs for ELL students.
  • Plan, coordinate and conduct staff development opportunities for teachers of ELL students throughout the school year.
  • Conduct data analysis of Bilingual, ESL and Bilingual Special Education services provided to district ELL students in order to monitor and improve implementation to maximize ELL student growth and achievement.

  • Outstanding critical thinking skills, including the ability to analyze data, identify trends, pinpoint problems and root causes, and develop innovative solutions.
  • Excellent execution and project management skills, including ability to balance the big picture with detailed steps.

MINIMUM QUALIFICATIONS
  • Three to five or more years of experience with comparable work.
  • At least three years' experience planning and managing ELL after-school and summer school enrichment programs.
  • Master's degree in education or related field preferred.
  • New Jersey Bilingual Endorsement and/or ESL Teaching Certificate

REPORTS TO: DIRECTOR, OFFICE OF BILINGUAL/ESL EDUCATION SALARY, EMPLOYMENT PERIOD AND UNION AFFILIATION
Salary: $71,794-$125,971 (2024-2025SY)
Employment Period: Twelve (12) Months
Union Affiliation: NTU
