The Technical Course Developer (TCD) is a critical part of the team responsible for training a diverse DoD audience of range engineers on how to operate the world's largest cyber range, the Persistent Cyber Range Environment (PCTE). As the TCD, you'll use your technical skills, creativity, and experience to collect, manage, and publish instructional material content, and recommend courseware solutions that align and support the customer needs and contractual content development requirements.

The Technical Course Developer (TCD) is a critical part of the team responsible for training a diverse DoD audience of range engineers on how to operate the world's largest cyber range, the Persistent Cyber Range Environment (PCTE). As the TCD, you'll use your technical skills, creativity, and experience to collect, manage, and publish instructional material content, and recommend courseware solutions that align and support the customer needs and contractual content development requirements.
Responsibilities
- Create, update, and maintain technical training materials, courses, and curriculum for PCTE users.
- Develop curriculum using multiple synchronous and asynchronous training modalities, including instructor-led, micro-learning, blended learning, and self-paced.
- Work closely with stakeholders, including government personnel and contractors, to gather requirements and ensure training materials align with mission and PCTE platform needs.
- Write clear and concise technical documentation that is easy to understand for both technical and non-technical audiences.
- Develop rapid and agile techniques and processes to create content for a frequently changing environment.
- Use a variety of tools and technologies to create and deliver technical documentation.
- Keep abreast of emerging technologies and industry best practices to incorporate relevant training methodologies and tools into the training curriculum.
- Assess and evaluate course effectiveness through survey data analysis.
- Lead the development and implementation of new learning models and content design templates.
- Effectively manage multiple projects and initiatives from analysis to evaluation.
Required Experience/Qualifications
- Bachelor's degree in a related field (Instructional Design, Education, Computer Science) or equivalent experience.
- A minimum of five (5) years' experience in training development, instructional design, and delivery methods, preferably in a technical or IT-related field.
- Strong knowledge of instructional design principles and adult learning theories.
- Strong technical acumen with the ability to translate complex concepts into clear, concise language for advanced and novice learners.
- Ability to incorporate user feedback and organizational assessment data into design improvements.
- Excellent consulting, project management, and organizational/planning skills.
- Proficiency with content development authoring and multimedia development tools/programs (e.g., Adobe Creative Cloud, Articulate 360, Camtasia, etc.).
- Familiarity with learning management systems (LMS) and experience in course deployment and administration.
- Demonstrated experience with authoring learning objectives, assessments, and course surveys.
- Demonstrated experience with technical training concepts and delivery methods (online and in-residence), including facilitating and delivering courseware for live and self-paced trainings.
- Knowledge of the ADDIE process.
- Background in HTML.
- Strong understanding of technical concepts.
- Excellent writing and communication skills.
- Ability to work independently and as part of a team.
- Ability to meet deadlines and work under pressure.
Preferred Experience/Qualifications
- Experience with monitoring, analyzing, troubleshooting, and evaluating learning technologies
- Knowledge of evaluation models, including Kirkpatrick
- Knowledge of how instructional strategy integrates with change management to support the organization's mission
- Experience in with SCORM, xAPI, Section 508, and learning-related technology standards
- Instructional Design, User Experience, or Human-Centered Design Certification
Special Requirements/Security Clearance
- TS/SCI clearance is required.
- Occasional travel may be required up to 10% of the time.
