This second-line role is responsible for supporting the implementation of the Enterprise Risk Management ("ERM") Program and the overall operational resilience of both CDS and CDCC ("TMX Post-Trade"). Reporting to the Enterprise Risk Manager, the incumbent facilitates the identification, assessment, monitoring and reporting of all significant risks through interaction with lines of business, process owners and the Senior Leadership Team.

The ERM - Senior Risk Specialist (SRS) collaborates with the implementation of risk management strategies, methodologies and tools to ensure the continuous improvement of the TMX Post-Trade risk management framework. The ERM-SRS is part of a team performing effective challenge on non-financial risk management activities to identify opportunities of enhancing the existing controls

Senior Risk Specialist, Enterprise Risk Management (ERM)

This second line role is responsible for supporting the implementation of the Enterprise Risk Management ("ERM") Program and the overall operational resilience of both CDS and CDCC ("TMX Post-Trade"). Reporting to the Enterprise Risk Manager, the incumbent facilitates the identification, assessment, monitoring and reporting of all significant risks through interaction with lines of business, process owners and the Senior Leadership Team.

The ERM - Senior Risk Specialist (SRS) collaborates with the implementation of risk management strategies, methodologies and tools to ensure the continuous improvement of the TMX Post-Trade risk management framework. The ERM-SRS is part of a team performing effective challenge on non-financial risk management activities to identify opportunities of enhancing the existing controls.

Key Responsibilities:

I. Enterprise Risk Management

Supports a comprehensive approach for how TMX Post-Trade measure, monitor and manage financial, resilience, corporate and other risks is established and remains relevant, including:
  • Development of policies, procedures, standards, guidelines that are consistent with TMX Post-Trade risk tolerance, capacity, and approach to risk;
  • Identification of opportunities to enhance existing tools, processes and methods to perform risk management activities while keeping abreast of ERM best practices, methodologies, software and tools to propagate a culture of risk awareness and alignment with other corporate services groups (e.g. Internal Audit, Information Technology, Information Security Office,Legal,etc.);
  • Development of risk reporting and advanced effectiveness (data visualization) in reports and presentations to increase enterprise risk awareness and communication with senior management;
  • Participate in the annual self-risk assessment exercise and advise the business lines on the design of risk management controls;
  • Liaise with external networks and industry groups to stay abreast of current Enterprise Risk and Operational Resilience practices,including related developments in peer banks, and the latest regulatory expectations and guidance.


II. Non-Financial Resilience Risk
  • Supports the implementation of the Operational Risk Management framework under the guidance from the ERM Manager, and collaborates with the implementation of tools to identify, assess and monitor non-financial risks such as: Risk Taxonomy, Business Process Mapping, Risk and Control Self-Assessment, Risk and Performance Indicators and Incident Management;
  • Monitors that processes and controls are in line with corporate appetite statements and policies on Operational Risk. Identifies material control gaps and proposes opportunities for streamlining processes and controls thereby limiting the potential for negative loss/cost events that would adversely affect the achievement of strategic objectives of the organization;
  • Support business lines in the completion of the quarterly risk and control self-assessment (RCSA) exercise and maintain the corporate risk register up-to-date;
  • Supports the development and timely delivery of risk management reports ensuring consistency, accuracy and quality;
  • Updates annual documentation related to business continuity management (Business Impact Analysis, Business Continuity Plan, etc.) and coordinates Disaster Recovery tests (internal, industry-wide, etc.);
  • Review contracts and SLAs, perform due diligence and risk assessment to the Post-Trade's critical service providers as part of ongoing Third-Party Performance and Risk Monitoring;
  • Lead business units to create and operationalize key initiative post-implementation system and process-wide Incident Management processes;
  • Monitors opportunities to enhance Post-Trade's non-resilience, and proposes risk mitigation measurements across Key Business Processes.


III. Corporate Risk
  • Supports the ERM Manager with the risk evaluation processes. Through this process collaborates with the risk identification, assessment and measurement of key strategic initiatives and/or significant projects supporting the growth of TMX Post Trade Services and/or the Montreal Exchange markets;
  • Partner closely with Business groups, Risk Management, Technology, Information Security, Legal, and other representatives across the Organization to ensure business, operational, and information risks related to the key initiatives are managed to an acceptable level
  • Monitors the risks that may impact TMX Post-Trade to achieve their strategic and operational objectives are managed adequately by supporting the ERM Manager with the design and implementation of appropriate tools, the review of management's assessments for completeness and accuracy, as well the execution of effective challenge as appropriate
  • Act as a key point of contact for the ERM team and participate in various internal governance committee meetings and external meetings with Senior Management and Regulators to provide a risk profile update


Required Competencies
  • Bachelor's degree, Master preferred
  • Need to demonstrate a solid experience in the delivery of ERM/ORM projects;
  • 5-7 years of meaningful experience in risk management or Middle/Back Office service;
  • Experience and knowledge of Risk Management concepts like Operational risk management, Risk appetite, Internal controls, Business continuity management, Crises management, Third party risk management, Cyber risk, and related operational resilience concepts
  • Experience of managing communication with regulators like BoC, AMF, OSC,etc
  • Experience and knowledge of change management, communications and learning principles, methodologies, and tools
  • Solid understanding of financial institutions, infrastructures and markets required
  • Experience working in a matrixed environment, and coordination of work across a large number of partners.
  • Ability to suggest appropriate risk management measurements and effectively support those recommendations;
  • Excellent verbal, written, and interpersonal communication skills, more specifically:
  • Very good capability to communicate on a regular basis with the Senior Leadership Team;
  • Able to competently act as a data recorder/scribe during risk assessment working sessions, draw up executive reports, and prepare a high-end presentation.
  • Ability to efficiently analyze reports and communicate key messages to management levels;
  • Flexibility, resilience, and versatility. Ability for strategic, analytical, and critical thinking;
  • Excellent time management skills, including the ability to work well under pressure and constantly adjust priorities;
  • Ability to support the management of projects, including their planning, organization, and implementation;
  • Certification in risk management an asset;
  • French speaking an asset.
