Leidos is seeking a Senior Proposal Manager with experience in U.S. Government proposals. This position is within the National Security Sector's Capture Excellence team, which supports Leidos' most strategic bids across the sector. This is an exciting opportunity for a driven, multi-talented individual to make an immediate impact to high-priority proposals.

The Senior Proposal Manager will lead development of clear, compliant, and compelling strategic-level proposals. He/she will work directly with Capture Executives, Solution Architects, Subject Matter Experts (SME), and writers to elicit, define, and communicate win strategies and responsive solutions. The individual must have the ability to work independently with a strong sense of pride in developing quality written documents in a fast-paced and deadline-driven environment.

This position will be hybrid, with some telework and some work onsite at facilities in the DC Metro area when required for proposal efforts.

Primary Responsibilities
  • Lead the proposal development process from pre-proposal phase through post-proposal submittal phases. Take ownership of the proposal, driving development and supporting proposal team members to meet deadlines and develop quality proposals. Ensure the development and submission of clear, compliant, compelling, persuasive, and articulate proposals.
  • Develop and maintain proposal outlines and compliance matrices to establish compliant, responsive, and scorable structures based on solicitations.
  • Develop, maintain, and consistently communicate proposal schedule.
  • Work with Capture Executive and Lead Solution Architect to prepare for and hold proposal kickoffs.
  • Actively participate in solutioning sessions and win strategy sessions. Ensure the customer understanding, solution, strategy, corporate experience, and approach(es) to performing the work are in the final proposal documents.
  • Consistently review proposal artifacts to make recommendations to SMEs and writers to ensure compliance and increase proposal scorability.
  • Facilitate proposal reviews. Oversee the incorporation of comments from multiple sources into documents.
  • Develop and implement process improvements to help improve proposal quality.
  • Collaborate with all levels of the organization and with the proposal team.
  • As assigned, serve as proposal reviewer and serve as volume lead/writer in of other National Security Sector strategic proposals.

Basic Qualifications
  • Bachelor's Degree with at least fifteen (15) years of related Federal proposal experience.
  • Experience leading proposals valued at more than $300 million for a single award.
  • Comprehension of, and experience with, the Federal procurement process and regulations (e.g., FAR) and proposal development best practices (e.g., Shipley).
  • Evidence of a successful track record of high quality, high scoring proposals.
  • Ability to develop and/or assist technical and capture personnel in developing compelling themes, discriminators, and messaging.
  • Ability to coach and instruct geographically distributed teams to facilitate consistency across the proposal.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook) and SharePoint.
  • Excellent communication, organizational, leadership, and writing skills.
  • Strong work ethic and desire to excel and keep growing over time.
  • Due to nature of the role, U.S. Citizenship is required.

Preferred Qualifications
• Active Secret or Top-Secret clearance and eligibility for SCI.
• Experience with traditional video, live orals, and/or demonstration proposals.
• Experience supporting a wide variety of solicitation sizes, complexities, and submission timeframes.

Pay Range: Pay Range $144,300.00 - $260,850.00
