The Leidos Digital Modernization Sector Health IT Division is seeking a skilled Cloud Program Manager with hands on experience leading technical teams in migration of on-premise IT infrastructures to a multi-cloud/hybrid environments for Federal Health customers. This position requires a high degree of technical acumen to oversee a complex, multi-disciplinary delivery in an innovative, and dynamic work environment and experience with multiple Cloud Service Providers (CSPs), including Amazon Web Services (AWS), Google Cloud Platform (GCP) and Microsoft Azure. The successful candidate will be responsible for managing teams of Security, Developers and Operations (SecDevOps) Teams for the delivery of high quality scalable and modular solutions to a diverse customer. The position is based out of Bethesda, MD. This is a critical role that will directly impact the organization's efficiency, scalability, and security. The Cloud Program Manager will collaborate with diverse stakeholders across the customer enterprise, external partners, and CSPs to ensure a seamless transition while minimizing disruptions to operations.

Candidate must be local to the DC Metro area for onsite work and be a US Citizen or US Person with the ability to obtain a Public Trust Clearance.

Primary Responsibilities: Candidate will be directly responsible for program efforts, including cost management/avoidance, schedule estimating and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities including:

Project Planning and Execution:
  • Develop a comprehensive project plan, outlining the scope, timeline, budget, and resource requirements for the cloud migration.
  • Define clear project milestones and deliverables, tracking progress against the plan and adjusting as needed.
  • Manage and coordinate the activities of cross-functional teams, including IT, security, applications, and business units.
  • Develop and maintain an Integrated Master Schedule (IMS) that incorporates all projects into one consolidated view that depicts the overall program schedule status and individual application schedules.
  • Perform day-to-day management of overall contract operations.
  • Allocate resources (staffing, facilities, and budgets) on assigned contract tasks.
  • Rapidly assemble and execute focused cross-disciplinary Government/Contractor teams to address urgent or unexpected cost, schedule, or technical program/contract issues
  • Coordinate and monitor subcontractor activities.
  • Provide identified technical documentation and support required gate and milestone meetings and project reviews as needed.
  • Provide support staff for base work as well as optional and surge support.

Stakeholder Management and Communication:
  • Establish strong relationships with key stakeholders across the customer environment, including IT leadership, program directors, vendors, and end-users.
  • Communicate issues and solutions to the broader Government management structure as requested by senior Government leaders.
  • Facilitate regular communication and updates on project status, risks, and mitigation strategies.
  • Address concerns and ensure that stakeholders' needs are met throughout the migration process.

Vendor/Provider Management:
  • Lead the selection and negotiation process with cloud service providers.
  • Oversee the implementation of cloud solutions and ensure that vendor deliverables align with project requirements.
  • Manage vendor relationships and monitor performance to ensure adherence to service level agreements.

Risk Management and Mitigation:
  • Identify potential risks and develop mitigation strategies to minimize disruptions during the migration.
  • Monitor project risks proactively and escalate issues as needed.
  • Ensure compliance with relevant security and regulatory requirements throughout the migration.

Change Management:
  • Develop a change management plan to ensure user adoption and minimize resistance to change.
  • Provide training and support to end-users on the new cloud environment.
  • Communicate the benefits of the cloud migration to stakeholders and ensure a smooth transition.

Post-Migration Support:
  • Monitor the performance and stability of the cloud environment post-migration.
  • Address any issues or challenges that arise during the transition period.
  • Continuously evaluate and optimize cloud solutions to meet evolving NIH needs.

Basic Qualifications
  • Bachelor's Degree and 8+ years of successful managerial and leadership experience on Federal Health programs and projects with a focus on IT infrastructure projects.
  • Proven track record of successfully managing large-scale, complex projects with multiple stakeholders of $20M annually or greater.
  • Fundamental understanding and experience with cloud technologies (AWS, Azure, GCP) and migration strategies.
  • Experience leading teams in delivery of IT in support of biomedical research.
  • Excellent communication, interpersonal, and negotiation skills.
  • Strong problem-solving and analytical abilities.
  • PMI Project Management Professional (PMP) certification.
  • ITIL Foundations certification.
Preferred Qualifications
  • Master's degree in a relevant field.
  • Experience overseeing programs for the National Institutes of Health (NIH).
  • One or more of the following certifications: Certified Scrum Master (CSM), Certified Information Systems Security Professional (CISSP), Google Cloud Professional Certification, Azure Solutions Architect Expert, AWS Certified Solutions Architect - Professional

Pay Range: Pay Range $122,200.00 - $220,900.00
