We are seeking a highly experienced and results-driven Sr Analyst-subject matter expert to support the Asset and Administrative Management (AAM) division of CBP OFAMS.

The successful candidate will have over ten (10) years of experience managing Program Offices, Communications Development, and Task Management functions. This role will be pivotal in driving mission-oriented business programs, managing high-priority projects, and enhancing internal and external communications within the organization.

Key Responsibilities:

Program Management (Mission-Oriented Business Programs)

Provide expert-level advice, guidance, mentoring, and strategic support for AAM’s mission-oriented business functions.

Assist in all phases of program management, including planning, change management, execution, and closing out mission-oriented business programs and projects.

Manage multiple high-priority projects effectively in a dynamic and evolving organizational environment.

Perform scenario analysis, statistical analysis, and offer innovative problem-solving techniques to address complex challenges.

Conduct policy and regulatory analysis, as well as technical writing to support program documentation and reporting.

Apply a wide range of methodologies including performance management, data analytics, and industry best practices to develop metrics for success.

Identify opportunities for cost reduction, operational agility, and process efficiencies through organizational change management.

Develop comprehensive reports and create methodologies for continuous improvement.

Strategic Communication Development & Task Management

Leverage industry expertise to enhance internal and external communications for AAM within OFAM.

Support the creation and management of strategic deliverables, ensuring that all communications align with AAM's objectives and goals.

Develop written deliverables such as memorandums, project plans, and strategic communications for both internal stakeholders and external business partners.

Track and manage reporting of deliverables in the OFAM task management system, ensuring deadlines are met.

Oversee the management of timelines for project deliverables and ensure timely completion of all assigned tasks.

Contribute to strategic planning efforts, develop performance metrics, and assist with organizational performance management.

Qualifications:

A minimum of ten (10) years of experience in program management, communications development, task management, and organizational change management within a government or high-regulation environment.

Demonstrated ability to manage high-priority projects and provide expert-level program guidance in mission-oriented business environments.

Expertise in scenario analysis, statistical analysis, and innovative problem-solving techniques.

Strong knowledge of performance management methodologies, data mining, and industry best practices for program evaluation.

Exceptional written and verbal communication skills, with the ability to develop strategic communications and technical documentation.

Proven track record in enhancing operational efficiency, reducing costs, and driving organizational change.

Experience in leading and mentoring teams, providing strategic guidance, and aligning project goals with organizational objectives.

Must possess or be able to obtain a government security clearance.
