Policy and Research Manager

designs and conducts health policy research and analysis to support the development of AARP’s public policy priorities and positions on health issues. Presents key findings and policy implications from this research using a variety of dissemination mechanisms, including written products and oral presentations. Analyzes current and proposed federal regulations as well as other key policies, particularly those affecting Medicare and related Medicaid programs. Collaborates with cross-functional teams to identify opportunities and develop policy recommendations and solutions on timely issues. Cultivates strategic relationships with health policy thought leaders and influencers across related industries and organizations.ResponsibilitiesServes as a deep subject-matter-expert on issues of importance to the organization. Participates in roundtables, forums and working groups.Develops and works with cross-functional teams to identify the organization's public policy priorities and position. Builds and leverages external relationships to achieve results.Analyzes federal and state legislative and regulatory proposals and provides objective policy analysis to inform national and state debates and the organization's position and engagement.Conducts policy research and analysis to identify opportunities and develop solutions for internal and external audiences. Analyzes secondary and syndicated data and conducts literature reviews to develop insights.Writes reports and recommendations that demonstrate thought leadership and support enterprise objectives. Produces written reports and convenes public meetings to gather information and insights, disseminate findings, share best practices, and advance solutions.Qualifications6+ years of relevant experience in the field of health policy.Advanced / graduate degree in Public Policy, Public Health, Economics, Law, or a related field. Doctorate level preferred.Proven track record as a subject-matter expert in health policy, with a focus on federal and state programs, including Medicare and Medicaid. Ability to engage in roundtables, forums, and working groups related to this expertise.Skilled in developing and collaborating with cross-functional teams to define the organization’s public policy priorities and positions. Proficient in cultivating and utilizing external relationships to drive results.Experienced in analyzing federal and state legislative and regulatory proposals, providing objective policy analysis to shape national and state discussions and inform the organization's strategic engagement.Experienced in conducting timely policy research and analysis to identify opportunities and devise solutions for various stakeholders. Proficient in analyzing secondary and syndicated data, as well as conducting literature reviews to gather insights to help position the organization on key topics and questions to inform related discussions.Demonstrated ability to write comprehensive reports and recommendations that showcase thought leadership and align with enterprise goals.
