Job Title: Director, Global Trade ComplianceJob Code: 16316Job Location: Crystal City, VA or Melbourne, FLJob Schedule: 9/80: Employees work 9 out of every 14 days – totaling 80 hours worked – and have every other Friday offJob Description:The Global Trade Compliance Director will oversee the development, implementation, and enforcement of trade compliance policies, processes, and procedures, to include maintaining compliance with those represented to the US Government (USG) in previous Consent Agreements, and will report directly to the Senior Director of Business Compliance. This position reports to the Senior Director, Global Trade, L3Harris Technologies.The Director will supervise and coordinate the activities of the integrated trade compliance team of 12 FTEs and additional FTEs, as may be required. Furthermore, this role will coordinate with the Licensing, Operations & Training, and Customs & Traffic Directorates to ensure the development and execution of compliant business solutions. This includes but is not limited to advising on the interpretation of USG trade laws/regulations for export approvals, review and disposition of reportable trade compliance incidents/violations as well as corrective actions, training content, oversight of internal monitoring, and requirements for the appropriate action and required documentation for the physical export and/or import of all commodities. This position must coordinate closely with other stakeholders in the pursuit of international sales opportunities.Essential Functions:Develop effective trade compliance requirements across the CorporationRepresent the trade compliance function in relationship to all USG enforcement agenciesConduct internal assessment programsOversee the investigation and reporting of all violations of USG trade laws/regulationsSubmit all Voluntary Self Disclosures on behalf of the reporting entityRecommend, implement, and test corrective actions resulting from compliance concernsConduct due diligence assessments in regards to trade compliance for all mergers, acquisitions, and/or divestituresCoordinate compliance actions with Corporate Security involving any USG enforcement activities or suspicious international transactionsConduct Compliance Assistance Visits to divisions/subsidiaries to assess compliance postureCoordinate compliance audits to select divisions/subsidiaries with Internal AuditTrack/monitor all Foreign National employees of domestic divisions/subsidiaries20% travel domestically and internationallyAbility to obtain US Secret Security ClearanceQualifications:JD from an ABA accredited law school and must be admitted and in good standing with a State Bar (D.C. or other) with 5 prior export/import trade compliance experience.Minimum 5 years with disclosure writings & submittalsMinimum 5 years experience with International Traffic in Arms Regulation (ITAR) and the Export Administration Regulations (EAR)Minimum 5 experience with U.S. trade sanctions program to include Office of Foreign Assets Control (OFAC)Preferred Additional Skills:Ability to interpret USG laws/regulations and assess risk management aspectsFamiliarization with automated trade compliance programsExperience with Consent AgreementPrevious assignment in military operational and/or policy positionsTechnical backgroundBackground in the Foreign Military Sales programFamiliar with other trade compliance regimes such as BATF, FDA, etc.
