Job Summary:We are seeking a detail-oriented Chief Procurement Officer to join our team. The ideal candidate will be responsible for managing the County's purchasing activities, ensuring cost-effective procurement of goods and services while maintaining high quality standards.Duties:Review all procurements up to the $10,000 threshold submitted by County and School Departments for purchase order accuracy, cost efficiency, and proper accounting identification in preparation for final approval by the County Commissioners.Proficient with use of the COMMBUYS website ( Commonwealth purchasing site ) and familiar with other group purchasing options.Administers all purchasing-related activities for goods and services in a cost-effective, high-quality, and timely manner to ensure optimum results in an honest, fair, and ethical manner.Ability to coordinate with vendors, staff, and management to ensure adequate supply is available at the lowest cost; provide available training information to departments and attend seminars when available; monitor insurances including, property & casualty, general liability, and automobile liability; conduct annual reviews of all insurance policies and endorsements.Ability to work well with management and staff in various departments to manage procurements as authorized by M.G.L. c. 30B s. 19. Accurate and precise attention to detail relating to various procurement laws and requirements.Ability to multi-task, prioritize, and manage time efficiently.Demonstrated ability to balance service-focused results within a structure of adherence to State and County finance/procurement laws and guidelines.Coordinates the procurement process for goods and services, including working with departments to prepare initial scopes of work; writes bid specifications, and advertises to solicit responses to requests for proposals/invitations to bid per MGL 30B, 30 7C, 39M, and 149; analyzes bid results; develop wording with department heads, and the County Director to draft, and award contracts upon a vote by the County Commissioners.Along with the County Commissioners or their designee, negotiates vendor terms and prices; working knowledge of budget and scheduling requirements; creates and maintains bid documents, contracts, and all documentation and reporting and maintains accurate procurement records under Massachusetts General Laws.Provides contract administration support to departments, including assistance with reviewing contract modifications, and investigating reports of contract discrepancies or noncompliance.Ensures contractor compliance with all federal, state, and local regulations including management of prevailing wage, insurance, and associated contract documentation.Tracks the status of all procurement and contracting activities, including but not limited to dates for each part of the procurement process (date advertised, deadline for responses, award notification, contract signing, contract start and end dates, etc.), solicitation responses/results, contact information for primary contract staff, project/contract budgets, and funding sources, and other key information to assist the County in procurement and contract management.Maintains an index of all fully executed contract records including bids, bid tabulation, advertisements, and addenda. Disposes of all bid document records per state law.Accepts and opens all bid documents by statutory requirements and produces procurement-related correspondence such as award/rejection letters, return of bid deposits, and letters of consideration to be presented to the County Commissioners.Coordinates re-bid sessions and pre-construction meetings, responds to questions concerning the bidding process and ensures addenda as required to all registered bidders.Serves as an expert resource to departments; issues memoranda regarding updated state contract provisions/requirements, develops and revises County Procurement Policies as appropriate and provides training on the policy.Works with Department heads to dispose of surplus supplies, vehicles, and personal property per MGL C 30B and County policies.Responds to public records requests that relate to procurement files and activities.Annual review of all insurance policies and endorsements with insurance providers and departments to ensure proper coverage is in place for County and School buildings, including contents, vehicles, and equipment.Approves all Tyler School ERP Pro system purchase order requisitions that meet MGL procurement thresholds.Reviews all requisitions submitted by departments for purchase order accuracy, cost efficiency, and proper accounting identification.Investigate sources of goods and services for prices and conduct comparative cost surveys.Five to Seven years of supervisory experience.Performs other similar duties as assigned or directed by the County Director or the County Commissioners.QUALIFICATIONS:Qualified candidates must have a bachelor’s degree from a four-year college or university with major coursework in finance, business administration, public administration, procurement, or other related field; four to six years of experience in general or public purchasing; or an equivalent combination of education and experience.Massachusetts Certified Public Purchasing Official (MCPPO) preferred but not required with a willingness to become certified within 12 months.Considerable knowledge of principles and practices of Massachusetts procurement laws and purchasing procedures and/or private industry experience with a willingness to learn public procurement.Ability to interact in a positive and effective manner with personnel at all levels of authority.Competence in performing detailed work accurately and effectively with strict deadlines.Knowledge of MGL relating to the Uniform Procurement Act and other procurement laws and regulations.Proficient computer skills in Microsoft Word, Excel, PowerPoint, and Outlook.Effective written and verbal communication skills.Knowledge of Tyler/MUNIS software is desirable.If you are a proactive individual with a passion for procurement and possess the required skills, we invite you to apply for this exciting opportunity.Job Type: Full-timePay: $80,000.00 - $100,000.00 per yearBenefits:Dental insuranceEmployee assistance programEmployee discountHealth insuranceLife insurancePaid time offRetirement planTuition reimbursementVision insuranceSchedule:Day shiftMonday to FridayNo weekendsEducation:Bachelor's (Preferred)Work Location: In person
