The System Integration for Intelligent Transportation Systems (SIITS) team is looking for a Principal Business Analyst with demonstrated initiative, drive, leadership, communication, and interpersonal skills to join our team. Under the direction of the Technical Program Manager, the Principal Business Analyst will support the operating and capital improvement projects in the Technology Solutions and Integration portfolio. Projects vary from technology state-of-good repair to new features and functionality for ITS (Intelligent Transportation Systems) systems. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
: Optimizes system designs through review and analysis of user needs. Identifies gaps in business processes by documenting the process flow and working with the business partner. Identifies opportunities for improvements in business processes through automation; makes recommendations for new procedures and applications. Analyzes the feasibility of and develops requirements for new systems and enhancements to existing systems; prepares cost estimates and schedules for modifications; sets scope, boundaries, and objectives for system functions and interfaces based on departmental needs. Works with the appropriate technology team(s) to design, develop, and implement new systems to support departmental activities. Defines system requirements, conceptual and build designs, tests and debugs systems and processes, and trains users on new applications. Provides advice on the functionality of new programs and compatibility of modifications to ensure user needs are met. Evaluates software and hardware products on multiple platforms; makes recommendations for compatibility based on user requirements and systems analysis. Provides analysis and technical support for highly complex systems; troubleshoots systems problems; defines and implements solutions. Supports and maintains highly technical systems or networks; analyzes and evaluates systems for cost-effective and efficient performance; recommends modifications. Coordinates the efforts of analysts, engineers, and operators in the implementation of projects spanning multiple systems, sites, and platforms. Manages and monitors the progress of contractors and vendors; resolves problems. Acts as a liaison between business units and the Technology team. Education An associate degree in business administration, public administration, information systems, economics, finance, computer science, or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units (i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely related field);
AND Experience Five (5) years in the information systems field, including system analysis, business process design, development, and implementation of business application solutions or IT project management. Substitution Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field. Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree. Desirable Qualifications The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring. Knowledge and Experience in the Transportation Industry At least three (3) years’ experience in IT Project Management Effective communication and leadership skills Excellent problem-solving and analytical skills Training and experience in Business Process Modeling SELECTION PROCEDURE

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request once the eligible list is exhausted or expired and referrals resolved.
