Starting salary $115,000.General Description of DutiesPerforms complex professional and difficult administrative work planning, organizing, and directing the operations, maintenance, repair, and construction of water and sewer lines and appurtenances, water production and distribution, and sewer collection and treatment; does related work as required. Work involves setting policies and goals under the direction of the County Manager. Supervision is exercised over all department personnel.Essential Duties and TasksPlans, organizes, directs, and coordinates activities of all divisions and facilities involved in management of water, wastewater, and reclaimed water systems for the County.Recommends employee hiring, promotions, suspensions, terminations, and merit advances.Maintains positive public relations through press releases, annual water/wastewater customer reports, and civic group presentations; effectively resolves customer complaints.Oversees and administers the County’s delegated self-permitting program from the North Carolina Department of Environmental Quality (NCDEQ), enforcement of local ordinances and permits, and all legal activities of the department.Oversees and administers the County industrial pretreatment program and the land application of treatment plant residuals.Provides technical expertise on engineering activities and on effective practices and methods of water/wastewater system operation; prepares system operation plans and procedures.Prepares and administers budgets, contracts, and monitors expenditures.Develops spending plans and revenue projections for water and wastewater sales and services; makes rate setting recommendations to management and Commissioners.Makes applications for and administers various grants and loans from State agencies.Oversees and administers regulatory programs, including compliance with the Safe Drinking Water Act, Clean Water Act, USEPA Process Safety, NCDEQ Dam Safety, and all other applicable State and Federal regulations.Oversees the design and construction of complex water and wastewater capital projects.Prepares requests for proposals for engineering and other professional services; reviews and prepares plans, specifications, and technical documents for construction projects; administers contracts.Develops standard specifications, details, and procedures governing water and wastewater facility construction.Prepares/reviews comprehensive short- and long-range plans for all aspects of the department including water/wastewater capital improvements, financing, and program development.Performs master planning for water supply distribution and wastewater collection/treatment.Performs related tasks as required.Knowledge, Skills, and AbilitiesComprehensive knowledge of water management and sanitary engineering; comprehensive knowledge of public utility operations, administration, planning, and design; ability to review and analyze plans and specifications for construction of water and sewer facilities; ability to formulate and execute comprehensive operational policies and procedures; ability to prepare technical reports; ability to direct the activities of a large staff; ability to effectively speak to large public groups and at elected officials meetings, ability to establish and maintain effective working relationships with county officials, other public officials, associates, developers, industries, contractors, municipalities and the general public.Minimum Training and ExperienceAny combination of education and experience equivalent to graduation from an accredited college or university with major course work in civil or environmental engineering or related field, and extensive experience of a wide and progressively responsible nature in public utilities management.Special RequirementsPossession of a North Carolina Professional Engineer registration.Possession of an appropriate driver’s license valid in the State of North Carolina.Physical DemandsThis is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires standing, walking, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken work levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.Application ProcessSubmit an Anson County application to Roslynn K.
