Description

The Program Manager will oversee all programmatic aspects of the company's contracted effort related to the development and operations of a Department of Homeland Security (DHS) program associated with national-level information sharing. The individual will serve as the primary liaison between Immersion Consulting, the Contracting Officer (CO), and the Contracting Officer's Representative (COR), and the other participants in the government's program management office. This high visibility program requires a leader with significant experience leading projects and programs involving sensitive information, and transition of 10,000+ users from legacy platforms to cloud-based services under continuous monitoring and complex security authorizations. Further, the individual should have demonstrated success managing the ongoing development and operations of a high visibility platform seen by federal, state, local, and private sector leaders, planners, analysts, and operations experts.

The Program Manager will be measured on programmatic delivery against aggressive milestones, cost controls, delivery quality, team communications, and operational excellence.

Responsibilities Include:

1. Act as the primary point of contact between Immersion Consulting and our government customer. This includes establishing program priorities in response to customer objectives, resource commitments, milestones for technical and operational delivery, supporting user communications, and collaborating with government program office staff and other commercial partners associated with this effort.

2. Delivery of traditional project management deliverables in accordance with PMBOK or similar set of standards. This includes cost, schedule, and quality reports, with escalation as appropriate.

3. Daily oversight of secure development and operations including test-driven development, Agile development methodology, and continuous integration/continuous deployment (CI/CD), comprehensive testing, release management, and operational change management associated with cloud-based resources and aggressive uptime requirements.

4. Weekly and monthly program reviews with the COR and government program office members.

5. Periodic reviews, at least monthly across all government and commercial partners supporting the government program for strategic alignment as well as cross-organizational development and operational requirements and milestones.

6. Work closely with commercial partners contracted by the government that support communications, outreach, and stakeholder management across the system's user community. Collaborate and provide advice, programmatic cooperation, and issue resolution.

7. Develop and deliver action plans and work plans targeted as strategic initiatives, day-to-day development and operations, or more tactically to rectify issues.

8. Ensure all deliverables are provided according to schedule, including quality assurance and management review thereby maintaining accountability for meeting project milestones, quality, and costs.

9. Facilitate rapid onboarding of new staff including security suitability assessment in coordination with the Government Office of the Chief Security Officer, addressing physical, personnel, and data protection requirements, as directed by the COR.

10. Assure that incoming and outgoing staff facilities requirements and technology needs associated with their work effort are in place and used effectively.

11. Work closely with teaming partners and other subcontractors to build and maintain a cohesive team and align priorities. Coordinate teaming partners and subcontractor resource assignments, and onboarding/offboarding of their resources.

12. Oversee administrative tasks including meeting logistics, contractor paperwork submissions, provisioning requests, documentation maintenance, and other related duties as necessary for program management.

13. Lead team communication, training and oversight targeted at close collaboration with subcontractor staff and leadership, training, role definition and management, expectation management, and corrective actions.

14. Manage program finances, ensuring adherence to budgetary constraints, providing regular financial reports to relevant stakeholders, and approving time and resource expenditures across the program.

Requirements

A bachelor's degree or 7-10 years of experience leading large, cloud-based IT programs, with software development, CI/CD fundamentals, and customer-centric UI/UX developmentManagement of Government IT transformations and teams including technical, SECDEVOPS, UI/UX personnel (20+)Direct experience with information sharing, intelligence, and other systems that control access to sensitive dataExperience with law enforcement, disaster recovery, and/or state and local information sharing or operational planning programs and systemsCurrent or Previous DHS experience and suitabilityAvailability during standard business hours (08:00 AM to 05:00 PM ET, Monday through Friday) and as required outside those hours during critical events, high-risk deployments, and potential or actual downtimeProficiency in English language (reading, writing, speaking, and understanding)Successful track record of practical and effective project communications including group presentations, written and visual media, and Microsoft Office toolsStrong leadership, communication, and organizational skillsCommitment to excellence in program execution and customer satisfactionPMP is a plus
