2. JOB PURPOSE:

To oversee the full lifecycle of Talent Acquisition process while being responsible for developing and enhancing Talent Acquisition systems (HRMS), processes and initiatives to leverage networking and employee referrals, managing employee onboarding, job fairs programs, recruitment agencies, policies while ensuring compliance with all employment regulations.

4. KEY ACCOUNTABILITIES:

Description

StrategyDevelops the Talent Acquisition strategy in line with the functional strategy to ensure vertical alignment and horizontal integrations with other departments.Ensures that departmental strategies and related strategic plans are developed and implemented, which are aligned with the vision and mission of Hikma.Policies, Processes, & Procedures

Participates in the development and recommends improvements on Talent Acquisition policies, and procedures, and manages the implementation to ensure all relevant procedural/legislative requirements are fulfilled.Budget

Oversees the consolidation and develops the Talent Acquisition budget and monitors financial performance versus the budget so that the business is aware of anticipated costs, areas of unsatisfactory performance are identified and potential areas of cost reduction or performance improvement opportunities are capitalized upon.Job Specific Accountabilities

Oversees the full lifecycle of the Talent Acquisition process from open requisition to offer stage, including job specification and development, pre-screening and qualifying top candidates, interviewing, and negotiating offers in order to meet the needs of the company.Seeks out candidates that add value to the organization as well as maintains regular contact with possible future senior candidates in order to ensure the continuance of recruiting opportunities.Develops and maintains a network of professional contacts in order to help identify, source, and engage new talent.Manages recruitment agencies, LinkedIn and other Talent Acquisition agreements and contracts.Monitors and manages job fairs, and agreements with universities and schools.Ensures that the Talent Acquisition process complies with employment laws, to ensure regulations and internal processes remain adhered to.Oversees and takes advantage of different advertising opportunities, making recommendations to participate when deemed appropriate, in order to capitalize on recruiting opportunities.Manages referral programs in the group.Develops analyses and Talent Acquisition metrics, prepares and presents trends and retention strategies in the Group.Continuous Improvements

Contributes to the identification of opportunities for continuous improvement of systems, processes and practices taking into account 'international best practice', improvement of business processes, cost reduction and productivity improvement.Reporting

Manages the preparation of timely and accurate reports to meet company and department requirements, policies, and standards.Safety, Quality & Environment

Ensures compliance to all relevant safety, quality and environmental management policies, procedures, and controls across the department in order to guarantee employee safety, legislative compliance, and a responsible environmental attitude.Related Assignments

Performs other related duties or assignments as directed.

7. QUALIFICATIONS, EXPERIENCE, & SKILLS:

Minimum Qualifications:

Bachelor's degree in Human Resources, Organizational Development, or Business Administration.

Minimum Experience:

6-8 years relevant experience in Talent Acquisition, with at least 4 years in positions of progressively increasing managerial responsibilities.
