Role:The VP, Treasurer oversees and manages the Credit Union's liquidity, including cash management, funds availability, investments, debt, and asset liability management (ALM). This position supervises two direct reports: a Liquidity Analyst and an ALM Analyst, who provide essential support to the VP, Treasurer. Reporting directly to the CFO, the VP, Treasurer plays a key role in guiding liquidity, investment, debt, andALM strategic planning, setting goals, and objectives. The role also supports strategic initiatives to enhance balance sheet performance and achieve key financial objectives.Additionally, the VP, Treasurer assists in preparing reports and analyses for management, the Board of Directors, and ALCO. This includes quarterly forecasts, the annual budget, and ad-hoc analyses and scenario planning to support informed business decisions throughout the year. The role also involves helping the CFO evaluate and set rates for shares and loans, as well as fees for services, through competitor and market pricing analysis.Based in Syracuse, New York, this position operates on a hybrid model, requiring a minimum of five in-office days per month.Essential Functions & Responsibilities:20% Hiring, Training, and Management of Treasury Team (20%):- Hire, train, direct, manage, and evaluate employee performance within the Finance department.- Establish objectives to support organization and department goals and evaluate progress.- Promote a culture of continuous improvement and professional development within the team.20% Cash Flow Management and Monitoring (20%):- Direct and manage cash flow monitoring and evaluation.- Act as primary liaison to correspondent bank relationships.- Monitor and assess member behaviors impacting cash flows.- Develop primary and secondary liquidity availability through effective placement of collateral for funds accessibility.- Implement strategies to optimize liquidity and manage short-term funding needs.20% Investment Activities and Borrowing Needs Analysis (20%):- Direct and manage the credit union's investment activities.- Conduct borrowing needs analysis for debt management.- Support CFO in loan participation purchases and sales.- Maximize excess cash positions driving increases in earning asset contributions.- Establish appropriate balance sheet concentrations.- Monitor investment performance and drive opportunities to diversify investment holdings and increase earnings.- Ensure efficient and effective third-party support from broker/dealers, safekeeping custodians, and others.- Stay abreast of market trends and economic conditions to inform investment strategies.20% Asset and Liability Management (ALM) (20%):- Direct and lead ALM activities of the credit union.- Lead the establishment and maintenance of internal modeling applications.- Monitor and evaluate scenario and what-if planning and analysis.- Act as primary liaison with providers of ALM services.- Ensure timely data file exchanges and reporting results.- Perform ALM results analysis to positively impact interest rate risk and related NEV and NII simulation results.- Assist in preparation of related reporting to management, ALCO, and BOD.10% Financial Reporting and Compliance (10%):- Direct and lead the completeness and reliability of all department reporting.- Ensure reports are provided to teammates, management, ALCO, BOD, and regulatory agencies as applicable.- Respond to internal and external audit requests for information.- Ensure finance policy compliance metrics are completed monthly.- Communicate risk levels appropriately and develop potential corrective actions for any non-compliant results.- Maintain up-to-date knowledge of regulatory changes and ensure compliance.10% Other Responsibilities (10%):- Cross-train to understand critical tasks designated for the VP/Controller.- Participate in strategic planning sessions and contribute to long-term financial planning.- Perform other duties as assigned from the CFO.Performance Measurements:1. See Dayforce (HRIS) for Performance Goals upon hire and annually.Knowledge and Skills:Experience Eight to ten years of similar or related experience. Accounting experience at a managerial level or higher desired.Education (1) A master's degree, or (2) a bachelor's degree plus professional certification (e.g., CPA, CFA).Interpersonal Skills - Ability to motivate and influence others with a collaborative and congenial approach.- Compassion for coaching and counseling others.- Ability to communicate technical aspects of the position in easy-to-understand terms.Other Skills - Excellent communication skills.- Highly organized and detail-oriented.- Strong analytical skills with the ability to use or understand various software applications and data extraction tools.- Proficient in MS Office, Teams, and similar programs.- Knowledge of core banking applications is a plus.Physical Requirements The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.
