QSI is seeking a Deputy Program Manager (DPM) to support our government client in Washington, D.C. The Deputy Program Manager (DPM) shall support VO under the general guidance of VO/DO and the Contract Program Manager. The DPM will serve as acting Program Manager in the absence of the PM. The DPM will perform a wide range of activities involved in carrying out VO/DO's responsibilities.

You must have an active Top-Secret security clearance.

Duties/Requirements/Qualifications

Qualifications:

Demonstrated experience in Federal Government contract managementAbility to prepare management, business, technical, and personnel reports, reviews, and documents for internal and external useExcellent oral and written communication skillsSuperior organizational skills and work ethicAbility to interpret and apply regulatory materialExperience in the field of expertise required by this contractPreferred:

Experience in coordinating, designing, delivering, maintaining, and evaluating training programsExperience identifying and implementing telework/hybrid work environment best practices for direct hire and contract managers and employees.

Anticipated Duties/Tasks:

The DPM supports the training of all employees of the Visa Office, including civil service, foreign service, contract (including on contracts other than this contract), and other personnel. The DPM will also be VO's subject matter expert for both direct hire and contractor telework policies and best practices. The DPM's duties shall include, but not be limited to, the following:

Coordinate and present training to DOS personnel and contractor staff and maintain and make available all training materials;Maintain a current collection of internal and external training resources. Prepare training reports and individual training records;Coordinate, reserve, and evaluate external training programs and/or conferences;Conduct training needs assessments and respond to training requests identified by managers. Determine staff skill levels and training needs using various methods which may include but are not limited to: review of quality assurance data, needs assessment surveys, participant course evaluations, employee feedback, and management feedback;Develop a mechanism to track employee training needs by individuals.Prepare and create audio visual materials, manuals, handbooks, job aids, and other training materials as needed;Identify and organize speakers or presenters from within and outside of VO, as necessary.Analyze participation response, develop findings, and make recommendations;Coordinate and develop training packages;Provide updates and refresher training as program, regulatory or policy changes are implemented;In coordination with VO/DO, respond to requests for VO subject matter expert speakers for courses at the Foreign Service Institute or other locations;Consult with CA/EX/HRD on training as necessary or when required by VO/DO;Onboard all PSS contract staff into VO in a smooth and orderly process;Assist with new hire orientation and onboarding for Government and other contract employees;Provide training and best practices for telework to both direct hire and contract managers and employees;Coordinate telework agreements, remote systems access, and other administrative tasks that support telework for direct hire and contract staff; andDraft, edit, and clear all products in appropriate formats to include but not limited to documents, regulations, briefing papers, and correspondence.Education / Experience Required

Bachelor's Degree (PMP preferred); andOne (1) year as a manager or deputy manager of a team on a federal or commercial contract of similar size and scope; andFour (4) years of experience coordinating training activities
