Senior Contracts Specialist

KBR us looking for an experienced Senior Contracts Specialist to provide contractual support to the Product Manager (PdM) Counter-small Unmanned Aviation System (C-sUAS) Office mission, in Huntsville, Alabama.

The requirements for this position include but is not limited to the following:

PRIMARY RESPONSIBILITIES:• Reviews, analyzes, and applies the Federal Acquisition Regulation and applicable statutory/regulatory requirements in support of all the assigned ATE requirements.• Prepares and executes complete contract requirement packages in support of all assigned C-sUAS requirements.• Prepares and maintains acquisition plans, appropriate milestone charts and related schedules for all the assigned ATE requirements.• Supports, develops, coordinates, and configures contract requirements packages, contract schedules, and applicable briefings.• Develops courses of action in activities including, but not limited to, the detailed preparation of contracts related program documents for each phase of the Counter UAS acquisition life cycle; participation in the development of USG Independent Government Cost Estimates (IGCE); and development of contractual Performance Work Statements (PWS) with concurrent Contract Data Requirements Lists (CDRLs) deliverable requirements.• Develops, tracks, and staffs all pre-award contract planning documentation, to include but not limited to, Market Research documentation, Acquisition Plans, Justifications and Approvals, and Determination and Findings for all assigned C-sUAS requirements.• Provides and implements strategic direction and problem solving in support of all assigned C-sUAS requirements programs regarding contract execution & management.• Performs acquisition planning, identification of requirements, and updates to changes in requirements.• Supports post-contract award activities consist of daily contract management/administration to include assisting with deliverables tracking, change proposals, modifications, and close outs.• Identifies and recommends solutions to procurement problems and inappropriate lead times.• Justifies unique procurement actions and recommend solutions.SKILLS, COMPETENCIES, and ABILITIES:• Develops strong working relationships with C-sUAS and ACC personnel and management, support organizations, stakeholders, and peers through timely, consistent, transparent, and effective communication.• Plans, organizes, and manages complex acquisition projects simultaneously while providing innovative and executable options to resolve challenging acquisition issues.• Utilizes all available program management tools, spreadsheets, and databases to efficiently manage and clearly communicate contract status.• Ability to evaluate, research, report and manage contractual related issues to meet the customer and program requirements.• Remains responsive and flexible to organizational and requirement changes.• Possess oral and written communication skills for effective working relationships, interactions with customers, and exchange of information.

EXPERIENCE and TECHNICAL KNOWLEDGE:• Expertise and in-depth knowledge of the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, policies, ethics, and all other applicable statutory/ regulatory documentation as it relates to the contract acquisition process.• Experience in acquisition planning, creating, and staffing contract requirements packages.• Contract experience in managing requirements and providing acquisition support.

MANDATORY QUALIFICATIONS:• Must have a transferrable DoD security clearance, with current investigation at the SECRET level, and be able to maintain it for the duration of employment.• Must have demonstrated proficiency in Microsoft Office products, to include Word, PowerPoint, Excel, Teams, and Project.• Master’s Degree plus 10 years of experience or bachelor’s degree plus 18 years of relevant experience
