Position Overview: Reporting to the Superintendent, the Director of Human Resources (HR) provides district-wide leadership and guidance for HR operations. This role is responsible for overseeing HR functions, including the development and implementation of HR policies, procedures, and strategic planning initiatives. The Director of HR supports district initiatives from an HR perspective, ensuring alignment with overall goals.
Schedule: This position is a 12-month full time position starting November 1, 2024.

Acts as the chief negotiator for employee contract negotiations.Consults with the Superintendent, School Board, and leadership on bargaining goals, objectives, and fiscal parameters.Recommends tentative labor agreements for School Board approval.Oversees the administration and interpretation of labor agreements.Reviews and resolves employee grievances through formal and informal processes.Provides recommendations to the Superintendent and School Board on employee-related disputes.HR Strategic Planning and ImplementationSupervises and evaluates HR staff activities, projects, and performance.Approves HR staff time and attendance.Ensures HR operations are efficient and aligned with other departments.Screens applicants and makes final hiring decisions for HR positions.Develops HR methods, procedures, policies, and documentation.Oversees district-wide employee recruitment, including international talent, and retention efforts.Assists with building and district staffing plans.Supervision of HR Staff and OperationsSupervises HR staff, ensuring alignment with department goals and district needs.Evaluates and monitors HR staff performance and workload priorities.Manages the recruitment, selection, evaluation, and retention processes.Develops HR work methods, policies, and documentation for operational efficiency.Assists with staffing plans across the district.New Employee Orientation Program and District-Wide SupportDevelops and delivers mandatory training based on state and federal laws, as well as district policies.Provides new employees with benefit information and ongoing support.Communicates district expectations for employee performance and behavior.Ensures employees receive adequate training in areas like time and attendance reporting, compensation, and leave policies.Employee Benefits, Health & SafetyAdministers the district's health, dental, life, and long-term disability insurance plans.Monitors the competitiveness and fiscal responsibility of employee insurance plans.Oversees the district's flexible spending plans and ensures compliance with workers' compensation policies.Manages OSHA compliance and other employee safety activities.Human Resources Compliance and ReportingOversees the preparation and submission of reports required by federal and state law.Ensures district compliance with all employment-related state and federal regulations.Acts as the district's Equal Employment Opportunity (EEO) Officer and Human Rights Officer.Monitors compliance with laws, rules, and regulations pertaining to HR operations.Training and Organizational DevelopmentAnalyzes job functions with supervisors for all employee groups.Facilitates training to improve job performance and employee satisfaction.Recommends new approaches to improve departmental efficiency and services.Other Duties as AssignedFulfills additional tasks as required by the Superintendent.QUALIFICATIONS
Minimum Requirements:
Bachelor's degree in Human Resources, Business Administration, or a related field.3-5 years of experience in Human Resource management and supervisory roles.3-5 years of experience in collective bargaining.Preferred Requirements:
Master's degree in Human Resource Management, Business Administration, Public Administration, Law, or a related field.3-5 years of experience as the lead negotiator in collective bargaining.
