DescriptionECC is seeking a
Munitions Response Quality and Safety Manager. This positionis primarily responsible for leading the quality/safety elements associated with all Munitions Response projects, along with developing department-level policies and procedures, to ensure that goals and objectives are achieved in accordance with government-directed and other applicable regulations and instructions. In this position, you will:
Develop, maintain, and implement quality/safety-related policies and internal practices that adhere to all applicable regulations and standards for the conduct of Munitions Response project activitiesReview project proposal/technical approaches, work plans, project documentation, and reports to ensure each conforms with regulations, policies, and quality standards, providing written input and edits as required to create acceptable technical contentProvide input and oversight to project teams for the implementation of quality control measures, bling seeding programs, development of root cause analysis, and creation of corrective measures for Munitions Response projects involving a variety of geophysical systems and approaches (analog, Digital Geophysical Mapping (DGM), and Advanced Geophysical Classification (AGC)) that comply with EM 200-1-15, project specific Explosive Safety Submissions (ESSs), and other applicable instructions and regulationsProvide input and oversight to project teams for the implementation of safety measures to include applicable elements of EM-385-1-1, OSHA requirements, NAVSEA OP-5, exclusion zone management, and explosive-related safetyFunction as a primary author or contributor for the development of Quality Control Plans, Accident Prevention Plans, Site Safety and Health Plans (SSHP), ESS, Work Plans, Quality Control Project Plans (QAPP), Standard Operating Procedures (SOP), and Activity Hazards Analysis (AHA) formsOversee the corporate-level explosive permitting program, to include maintaining the ATF Federal Explosives License and Notice of Clearance, along with assisting project teams in procuring commercial explosive materialsParticipate in the recruitment and assignment of qualified UXO Quality Control and Safety personnel for Munitions Response projectsProvide strong technical leadership and oversight for the UXO Quality Control and Safety personnel assigned to multiple project teams. Review daily reports and engage regularly to ensure successful project executionEffectively coordinate and communicate with subject matters experts and government/customer stakeholders that are integral to performance of Munitions Response projectsConfer with and support project managers and teams to provide technical advice and to resolve problems, minimize risk, and maintain profitabilityParticipate in pre-proposal site visits, provide technical support and field work-related insight to proposal development teamsAttend training, conferences, and seminars to maintain awareness of changes in government guidance and regulations to ensure that project planning and execution conform with current practices and standardsIn addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position.Requirements
Demonstrate a strong understanding of regulatory processes, primarily associated with CERCLA and RCRA programs. Experience concerning sites involving Munitions and Explosives of Concern (MEC), to include investigation, characterization, remediation, and operational range clearanceExperience with Munitions Response projects performed under contracts with the U.S. Army Corps of Engineers (USACE), U.S. Naval Facilities Engineering Command (NAVFAC), and/or the Army Environmental Command (AEC)Experience preparing, reviewing, and contributing munitions response work plans and reports (UFP-QAPP, ESS/ESP/CSS, RI/FS/PP/DD, Removal Action Closeout Report, etc.) in accordance with applicable guidance and data item descriptionsExperience implementing quality/safety standards for projects involving digital geophysical mapping (DGM), Advanced Geophysical Classification (AGC), and munitions constituent samplingCapability of overseeing the quality/safety elements for several concurrent projects that will be at various stages, including design, remediation, and close outAbility to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulationsAbility to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general publicAbility to define problems, collect data, establish facts, and draw valid conclusionsCapable of communicating with persuasiveness and exercise effective negotiation techniques as neededSkilled in interfacing with executive management to obtain support and required resourcesHigh level of proficiency using all Microsoft applications that include Word, Excel, Project, PowerPoint, SharePoint, Outlook, and TeamsTen years of experience working inMunitions Response quality and safety-specific positions, which may include a combination of field UXO-related roles or program/project-level positionsMust be able to obtain military base passes as neededValid U.S. driver's license requiredTravel:
travel domestically and internationally up to 25%Certification in quality control (e.g., ASQ Certified Quality Auditor, CMQ-OE, etc.) and/orsafety (e.g., STS, CHST, CSP, etc.) through a recognized program is required.Education:
bachelor's degree in a related field or an equivalent level of experience in similar fieldwork-related or program/project-level Munitions Response Quality and Safety positions.Preferred Qualifications
Experience involving the development, implementation, and management of quality/safety elements for Chemical Warfare Materiel (CWM) or underwater MMRP projects is preferredECC targeted salary range is $100,000 to $120,000 annually.
