Department Summary:
The Applied Cybersecurity Department (P762) within the National Cybersecurity Federally Funded Research and Development Center (FFRDC) (NCF) (P700) seeking NCCoE Mission Project Leader to support NCCoE R&D Mission programs. We will provide you with challenging opportunities to apply and expand your process improvement, innovation and transformation, and analytics skills. You will use your abilities to address complex issues of critical national and global significance. We are looking for highly-motivated, adaptive, and self-directed experienced candidates with project/program leadership expertise and a foundation of cybersecurity skills, cybersecurity process implementation and knowledge of government cybersecurity regulations.
Job Description:
The successful candidate is expected to:
Lead and evolve the NCCoE Core Mission Research and Engineering efforts to create a technical team capable of tackling complex cybersecurity challenges and delivering innovative and impactful results/solutions in coordination with industry, government, and academia partners.
Develop impactful project outcomes and technical deliverables that will drive sponsor decision making.
Manage the operational aspects of the project including budget, staffing and subcontracting, utilizing softshell resources when needed to bring the best expertise to bear on the sponsors most challenging problems
Ensure the work program aligns with MITRE’s Center for Securing the Homeland (CSH) and the National Cybersecurity FFRDC and ensure NCCoE incorporates outside the box thinking from traditional/historical project execution.
Jointly responsible with Department Manager (DM) for development/articulation of a vision and strategic objectives for the NCCoE and then align the work program to progress towards that vision.
Serve as a trusted advisor to the NIST and NCCoE leadership team
Engage in collaborative research efforts with internal/external FFRDCs, UARCs and industry & academia partners
Provide overall direction and oversite of multi-discipline MITRE engineers supporting technical efforts and ensure quality of data-driven technical products and/or solutions with actionable recommendations for the sponsor.
Collaborate with the Chief Engineer to promote quality technical solutions and advance concepts for mission projects.
Manage deliverables quality assurance activities
Provide actionable, technical solutions that meet customer objectives.
Develop and manage project schedules, including work breakdown structures.
Identify and manage project dependencies and risks
Predict future project needs and proactively work with associated program and technical center organizations to resource accordingly.
Basic Qualifications:
Requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience.
At least 3 years of project leadership experience on a large or complex project.
Ability to communicate clearly, concisely, and impactfully (oral and written) with senior MITRE and NCCoE leadership to lay out technical solutions to complex problems.
Tact, diplomacy, poise, patience and resolve, including the ability to respectively disagree and push back, as appropriate, to ensure MITRE core values are upheld.
Knowledge of two or more of the following priority technology and framework areas: DevSecOps, 5G, Internet of Things, Artificial Intelligence, Cybersecurity Framework, Secure Cloud Computing, Supply Chain Assurance, Zero Trust Architecture (ZTA), Post Quantum Cryptography (PQC) and Operational Technology (OT).
Experience developing strategies to increase the impact of deliverables
Demonstrated willingness to be responsible for work and customer relationship development. This will include driving the proper balance of product depth with timeliness, and technical improvements with programmatic constraints, even when hard compromises are required.
Strong collaborator who partners effectively across MITRE, with other centers, the division and other divisions and tech centers.
This position requires a minimum of 50% hybrid on-site
Preferred Qualifications:
MS +8 years of experience in computer science, cyber security or related field
Significant diplomatic soft skills required to represent MITRE while working with members of industry, government, and academia.
Experience leading a distributed team.
Track record of leaning forward and taking risk, along with adaptability
Experience with the MITRE cyber platform, internal research projects, and MITRE Labs
Familiarity with MITRE Innovation Program (MIP) and content, and leading research areas within MITRE
Proven track record of partnering with external organizations, including with the government, academia, and industry to ensure capabilities and platforms are strategically leveraged in the execution of programs
Experience in shaping the workforce and skill mix to develop the capabilities of the staff, to include high quality hires capable of work program impact and growth
