Job Description

APPLICANTS MUST BE PERMANENT IN THE SUPERVISOR SOCIAL WORKER CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE

The Department of Homeless Services (DHS) is comprised of 2,000 employees and with an annual operating budget of over $1 billion is one of the largest organizations of its kind committed to preventing and addressing homelessness in New York City. Collaborating with other public agencies and not-for-profit partners, DHS works to prevent homelessness before it occurs, reduce street homelessness, and assist New Yorkers to transition from shelter into appropriate permanent housing. DHS is responsible for management of over 200 facilities, which mainly are individual, and family shelters used as overnight residences for over 38,000 adults and children. DHS’s portfolio covers approximately 4M square feet.

The Division of Shelter Intake is responsible for the oversight of the day-to-day operations of the agency’s Single Adult, Adult Families and Families with Children’s intake and assessment sites, both directly run and contracted providers. This Division is responsible for ensuring that the City’s most vulnerable population can access shelter, per eligibility criteria, 24 hours a day, 7 days a week, 365 days a year.

The Department of Homeless Services (DHS) is recruiting one (1) Supervisor III (SOCIAL WORKER), who will:

Supervise teams of Social Workers, Social Work Supervisors, Social Service Supervisors, Community Coordinators, and student interns who conduct strengths-based needs assessments at Intake, and in the field, focused on immediate housing crises of those families presenting for services.

Ensure staff efficiently communicate to colleagues and supervisors orally and in writing the findings of such assessments, such as circumstances and needs of the presenting families, staff explain the range of services that DHS offers and direct the families to appropriate services, including other City agencies, community-based organizations, prevention services, and family shelter intake.

Help families retain and return to stable housing in the community through crisis counseling, mediation, referral services, benefits advocacy, and collaborative service planning.

Conduct conferences at Intake in conjunction with Eligibility Staff, Homebase homeless prevention providers, HRA, other City Agencies and Community-Based Organizations to identify the best course of action to help families move toward increasing stability.

Support the intake and eligibility process by overseeing psychiatric and substance use assessments for families who report or exhibit signs or symptoms of such issues to ascertain the degree to which these issues might impact capacity to navigate or utilize social services.

Oversee the day-to-day operations of the Resource Room, guide staff in the development, implementation, and achievement of program goals, including enhancing diversion and prevention efforts through effective service provision at Family Intake.

Handle administrative, operational, programmatic, and related issues affecting the management of the Resource Room and be an effective liaison with Agency Staff as well as staff in other City, State, and Federal Agencies with which the Resource Room interact to best serve families in need.

Ensure that the Resource Room provides quality service, utilizes all program tools, document diversion efforts appropriately, and comply with agency guidelines.

Based on 24/7 Coverage.

Hours/Schedule: Tuesday – Saturday 4:00 PM – 12:00 AM.

Qualifications

A Master's Degree in Social Work from an accredited school of social work and three years of full-time satisfactory experience practicing social work utilizing one, or a combination of, casework, group work and community organization methodologies, at least two years of which must have been in a supervisory capacity.

Certification/License Requirements: A valid Certified Social Worker (CSW) certificate or Licensed Master of Social Work license (LMSW) issued by the New York State Department of Education must be obtained within one year of the date of appointment. Employees who fail to obtain their CSW or LMSW within one year after appointment will automatically have their probationary period extended for no more than six months. Failure to obtain the CSW or LMSW by the end of 18 months of service will result in dismissal.

Special Note: Section 424-a of the New York Social Services Law requires an authorized agency to inquire whether a candidate for employment with child-care responsibilities has been the subject of a child abuse and maltreatment report. The agency has the discretion to assign a candidate who has been the subject of a child abuse and maltreatment report to a position with no child-care responsibilities.
