These strategies include supporting better population health by improving the quality of care and population health of the University of California health system's 14 million patients.

As part of this exciting and important endeavor, UCSF IT Enterprise Information and Analytics (EIA) department is looking for a Manager to join the EIA-Health Quality team. The Manager-Internal Quality will be responsible for and take ownership of the EIA data and analytics portfolio that includes but is not limited to, resources that manage back-end data curation, data visualization and reporting needs for Quality stakeholders, business data strategy, data governance, and other analytic needs in the future to support the development and maintenance of quality metrics and related reporting tools. This role will also work collaboratively with other UCSF IT teams. The Manager will recruit and manage a strong analytics team, set direction, set goals, plan for their career growth, and provide mentorship for the team. In addition, the Manager will be responsible for developing and implementing an enterprise data strategy that aligns enterprise information assets with the business and technology strategy for quality improvement and reporting. The Manager will enable the efficient and actionable use of data across the UCSF Enterprise.

The Manager-Internal Quality will work with key business leaders and stakeholders, EDW and analytics management, data governance staff, primary and secondary data owners, and BI and data management professionals to:Define and implement a data strategy and roadmap for UCSF quality metricsDefine and document the data architecture for quality-related enterprise data assets, working with business and IT stakeholders throughout the enterpriseDevelop conceptual, logical, and physical data models with associated metadata including data lineage and technical data definitionsOversee the extraction, transformation, and loading (ETL) processes to ensure accurate and timely data integration from various source systems.Coordinate, collaborate and influence across disparate domains, entities, business units, departments and levels as needed to establish and provide standards, define, and prioritize data analytics and reporting requirements, ensuring alignment with organizational goals for quality.Collaborate with IT and other departments to implement data governance and data management best practices across the organization.Leads in design and implement data models, data marts, and dimensional schemas to support efficient and effective data retrieval and analysis.Manage a team of data engineers and analysts, providing guidance, support, and performance feedback.Stay up-to-date on industry trends and advancements in healthcare quality measurement and data standards, identifying opportunities for system enhancements and process improvements.Support the development and implementation of data analytics and reporting tools and technologies, such as data visualization and business intelligence platforms.Disseminate program strategies, activities, and accomplishmentsLead efforts to implement a reference data and master data management planSupervise, hire, train, counsel staff. Develop and deliver performance appraisals.The Manager of the Internal Quality team will stay abreast of current and emerging technologies and trends for quality measurement and reporting; the Manager will be expected to provide advice on how they can be used to support business strategic objectives. The Manager will create a framework in information assets for multiple business domains that can be delivered in a consistent, standards-based framework. The successful candidate will have leadership skills, be customer-focused, have extensive experience in the science behind reporting quality metrics, and knowledgeable about regulatory reporting requirements. This manager will have a focus on the UCSF quality domain.

The final salary and offer components are subject to additional approvals based on UC policy.Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. The team is involved in strategic and operational activities to drive change in behavior and ultimately outcomes using data and information.

Required QualificationsA Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field7 - 10 years experience in healthcare or related field5+ years' experience architecting and modeling data management solutions in the healthcare or related industryAbility to define and implement technical processes and data systemsBroad, working knowledge of MS SQL, Oracle, and other DB systemsWorking knowledge of information security best practices and demonstrated commitment to information securitySuccessful track record of eliciting, defining, creating, and analyzing functional and non-functional requirements, developing system design and architecture, system configuration, testing and deployment. With proven aptitude in the delivery of high-quality products in short timelinesStrong critical thinking and problem-solving skills to lead teams, manage complex information, assess problems, and develop effective solutions. Ability to demonstrate excellent judgment, attention to process and detail.Strong analytical skills and knowledge in documentation and reporting, with the ability to collect and analyze system performance data, and produce substantive reports and analysesCustomer Service
