- Traveling/Project SitesWe do not require you to live in a specific location for this position, but you will be expected to report to one of our current job sites across the US. Job sites will be discussed during interview process.ABOUT THE JOBThe Project Field Manager will any or all of the following three roles, dependent upon client requirements for each project assigned: Site Superintendent (SS), Quality Control Manager (QCM), and Site Safety and Health Officer (SSHO).In the SS role, the incumbent is responsible for the coordination and oversight of assigned project work site to meet quality, safety, and profit goals to include: supervision and management of site personnel to achieve project objectives; scheduling of all site activities in compliance with federal and state regulations; direction of subcontractors; management of budgets, and interface with Quality and Safety and HHHealth Program Managers.In the QCM role, the incumbent will ensure that all operations are performed in accordance with the Industrial Services Quality Manual. This position will utilize the Industrial Services' Quality Program and all of the necessary policies, guidance documents and Standard Operating Procedures to support fuel system services and to achieve profit goals and excellent client satisfaction in alignment with the corporate mission, vision and values of the Tepa Companies.In the SSHO role, the incumbent is responsible for managing, communicating, implementing and enforcing compliance with Occupational Safety and Health Administration (OSHA) regulations, United States Army Corps of Engineers (USACE) EM 385-1-1, Tepa's Accident Prevention Plan and other accepted safety and health submittals.Maintains strict attention to contracts and task orders on-site at all times during the performance of all construction workExercises the authority and responsibility to STOP WORK for specific activities related to or affected by, noncompliant conditions until actions can be taken to correct the noncompliant condition or prevent it from affecting related or subsequent workAttends all in-briefs and out-briefsDirects and performs field activities including site management, inspection/repair/construction/ maintenance/demolition oversight, sample collection, data analysis, and report preparationCoordinates technical activities with other professionals and field personnel to accomplish the efficient and smooth implementation of project directivesProvides technical supervision and assistance to ensure that project activities are technically validIdentifies potential hazards associated with project activities and procedures to mitigate themCoordinates the preparation of required interim and final deliverablesActs as working leader and coordinates all technical activities in an efficient manner to ensure that the project requirements and deadlines are metValidates field schedule and provide updates on a weekly basis to the Project ManagerPerforms rough order of cost estimates for any field changes (e.g. changed conditions, Statement of Work changes, etc.)Maintains project field documentation.Acts as liaison for Goshawk with clients, regulatory agencies, subcontractors, and/or internal departments on technical matters, as requiredEnsures compliance with contract documents and specificationsServes, when authorized by contract and meeting requisite qualifications, as the Quality Control Manager (QCM). Implements the Three-Phase Quality Control (QC) Process, Testing Plan, deficiency tracking, daily QC reporting and submittal managementActs as liaison for Goshawk with regulatory agencies, subcontractors, and/or internal departments on quality related mattersRecords QC activities in a daily report and log bookEnsures compliance with contract documents and specificationsHas on-hand all applicable plans, specifications, and other related documents when conducting phased QC inspectionsServes, when authorized by contract and meeting requisite qualifications, as the Site Safety and Health Officer (SSHO). Performs safety and occupational health management, surveillance, inspections, and safety enforcementImplements project safety processes as stipulated by the approved Health and Safety Plan, Accident Prevention Plan, and Activity Hazard AnalysesConducts daily, weekly and/or monthly safety briefings, as requiredConducts daily and monthly site safety auditsFills out or obtains daily work permits such as but not limited to (confined space, hot work, safe work or dig permits)Works with Project Manager to obtain safety certifications for subcontractor employees on various tasks such as but not limited to (fall protection, confined space entry/attendant, trenching, equipment operations, asbestos and lead abatement)Documents competent persons on site for each scope of workHas competent persons amend activity hazard analysis to reflect any field changes on project sitesImplements reporting procedures in the event of an incident or accidentInvestigates and evaluates incidents/accidents to determine procedural changes necessary to preclude recurrenceMonitors safety certifications of project employees including subcontractorsFollows Tepa and Goshawk's SOPs regarding safety and risk mitigationPrepares and submits incident, accident and Near Miss/Good Catch events to Director of Corporate Safety and HealthActs as liaison for Goshawk with clients, regulatory agencies, subcontractors, and/or internal departments on technical matters, as required.WHAT WE'RE LOOKING FORHigh School Diploma or General Education Diploma.Minimum of 5 years of DoD fuel systems construction-related field management experienceMinimum of 5 years of experience as a DoD Construction QCMMinimum of 5 years of experience as a DoD Construction SSHOExperience using the USACE Resident Management SystemOSHA 30-hour Construction Safety & Health training within the last 5 years8 Hours of continuous education annually in construction training in accordance with EM 385 1-1Shall have attended a professionally accredited QC management course (e.g. conducted by the USACE or Naval Facility Engineering Command, including a current certification within the last five yearsFirst aid/CPR certificationAmerican Petroleum Institute (API) 570 Piping Inspector CertificationAPI Aboveground Tank Inspector CertificationNACE International Level I Coating Inspector CertificationSteel Tank Institute Tank Systems Inspector CertificationOSHA 500 Trainer certification40 Hour Hazwopper with 8 hour refreshers annually24 hour Fall protection competent person certificationProficient with Microsoft Word and ExcelFluent in the English languageAbility to read and write technical documentsAbility to read technical drawingsKnowledge of American Society of Mechanical Engineering welding codes and American Petroleum Institute 570/650/653 standardsKnowledge of OSHA and USACE EM 385-1-1 policies as they pertain to construction projects.Frequent travel by air or car#LI-CT1
