in a hybrid role supporting the advancement of RRL based in Orlando, FL.
SummaryThe Program Manager is responsible for overseeing contractor and subcontractor staff performance on designated programs, ensuring adherence to technical progress, schedule, budget, and deliverables. They manage overall program operations, maintain quality control over products delivered to the government, and ensure resource availability. Constant communication with government representatives ensures satisfaction. Additionally, they pursue new business opportunities, develop strategic plans, and participate in marketing efforts, including proposal writing and oral presentations. They also liaise with stakeholders to provide updates and attend scheduled meetings for alignment.
A primary focus of this role is to support Sailor 2025 (S2025) objectives, particularly by advancing the Ready Relevant Learning (RRL) program.
KEY RESPONSIBILITIES
Program Management:Manage the entire lifecycle of program opportunities within the Department of Defense (DoD) and Intelligence Community (IC), from initial identification and qualification through proposal development, contract award, and execution.Supervise the performance of all program personnel, including contractors and subcontractors, providing guidance and support to ensure alignment with program objectives and client expectations.Ensure effective management of assigned programs, maintaining quality standards and resource allocation through detailed project planning, monitoring, and execution.Facilitate regular program reviews and performance assessments, identifying areas for improvement and implementing corrective actions to optimize program outcomes.Interface with government Contracting Officer Representatives (COR) and technical representatives to ensure client satisfaction, proactively addressing any issues and fostering a collaborative partnership based on trust and transparency.
Strategic Leadership:
Establish program budgets, revenue targets, and growth plans in alignment with corporate goals, continuously monitoring and adjusting strategies as needed.Evaluate program operations and financial health, reporting outcomes to stakeholders with comprehensive analysis and actionable recommendations.Foster strong client relationships to sustain and expand program opportunities, serving as the primary point of contact for client communication and addressing any concerns promptly.Provide oversight to program team leaders, fostering a collaborative and high-performing culture among team members to ensure the successful execution of program objectives.Develop and implement contingency plans to ensure program continuity in crisis situations, conducting risk assessments and proactively mitigating potential disruptions.
Business Development:
Contribute insights to corporate strategic planning by assessing market dynamics and client needs, providing valuable input to shape the organization's long-term strategy.Participate in new business development efforts and capture initiatives, leading cross-functional teams to develop compelling proposals and secure new contracts.Strategically expand program presence in defense aviation training and service sectors, cultivating relationships with key stakeholders and positioning the program as a trusted partner for industry-leading solutions.
Industry Engagement:
Participate in professional organizations and leverage social media for industry engagement, representing the program and organization at conferences, seminars, and networking events.Foster networking and cultivate strategic partnerships within the industry, collaborating with key stakeholders to identify opportunities for collaboration and mutual growth.
REQUIRED EXPERIENCE & QUALIFICATIONS
Advanced degree in relevant field such as Education, Engineering, or Business Management.10+ years of experience in program management roles within aviation and/or defenseUS CitizenshipAbility to obtain Top Secret clearance.Extensive background in defense, government, and aviation training and services, with a proven track record of success in program management and business development.Demonstrated ability to manage large teams with a commitment to fostering a culture of collaboration, innovation, and continuous improvement.
PREFERRED EXPERIENCE & QUALIFICATIONS
PMP or PgMP certificationMaster Training Specialist (MTS)Previous experience developing courses or managing training programs for Ready Relevant Learning program.Previous naval aviator or experienced in one of the related NEC (802A, E30A, E31A, E32A, G02A, G09A, G11A, G19A, G24A, G51A, G53A, G54A, G63A, I13A, I17A, I25A, 126A, I33A, I34A, I35A)Certification in instructional design, curriculum development, or related field.Experience with US Navy Instructional Theory and Development
