POSITION PURPOSE:Directs the day-to-day activities and services of Employee Relations, including employee misconduct investigations; performance management; mediation; grievance resolution; dismissal proceedings; non-renewal proceedings; unemployment hearings; workers' compensation; disability, and employee support and wellness; Equal Employment Opportunity (EEO) and Office of Civil Rights (OCR) compliance; federal, state, and school system compliance programs; policy development and interpretation; district volunteer program; and internal Human Resources communication.MINIMUM QUALIFICATIONS:KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)Comprehensive knowledge and understanding of the policies, procedures, and laws concerning employee relations, separation, performance concerns, and investigative procedures for public school system and human resources programs;Comprehensive knowledge of federal, state, and local laws and regulations applicable to school system human resources programs;Considerable knowledge of Microsoft Office, including Word, Excel, and PowerPoint; Google Apps;Demonstrated coaching, counseling, and conflict-resolution skills;Excellent organizational, supervisory, and delegating skills;Excellent analytical and problem-solving abilities;Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;Ability to maintain professional and emotional control under stress; reflects appropriate response to situations, while maintaining a professional and personal demeanor;Ability to establish and maintain effective working relationships with school officials, school administrators, teachers, support staff, and other community groups.

EDUCATION, TRAINING, AND EXPERIENCEMasters degree or an advanced degree in education, law, public administration, business administration, or closely related field;Five years of related experience working with human resources and/or employee relations issues;Three years of demonstrated successful supervision experience.

CERTIFICATION AND LICENSE REQUIREMENTSMust hold and maintain a valid motor vehicle operators license according to the State of NC requirements.PREFERRED QUALIFICATIONS:Hold a Juris Doctor with experience in education law;Hold a North Carolina Professional Educators License for School Administrator Principal;Experience in Human Resources Leadership Position.ESSENTIAL DUTIES AND RESPONSIBILITIES:Supervises the activities of Employee Relations staff and disseminates information and tasks to appropriate staff. Responsibilities include interviewing; hiring and training; planning and assigning work based on need, priority, and ability; and reviewing performance and providing feedback.Oversees investigations regarding employee misconduct, grievance processes and hearings, and complaints. Counsels school-based administrators and other supervisors on the appropriate and corrective actions necessary to improve behaviors and documenting conduct concerns. Analyzes evidence, facts, and applicable laws, regulations, policy, and precedent decisions to facilitate appropriate resolution of issues or to recommend options to the Assistant Superintendent of Human Resources. Ensures that administrators and employees are provided direction regarding employee disciplinary actions and procedures.Oversees reviews regarding employee performance concerns. Counsels school-based administrators and other supervisors on the appropriate and corrective actions necessary to improve behaviors and performances and documenting performance problems. Supervises action/improvement plans and documenting performance problems. Negotiates resignations and pursues non-renewals of contracts. Prepares correspondence on adverse action regarding employee performance.Assists school-based administrators and other supervisors on the implementation of performance evaluation systems for administrators, teachers, and support staff.Keeps abreast of state policies, regulations, and laws related to evaluation instruments. Directs changes to evaluation guidelines and forms on the district's intranet site.Oversees processing of disability, workers compensation, and unemployment claims.Interprets and implements school board policies related to employees.Supervises the administration of the criminal records check procedures for applicants and employees.Confers with school board attorney on complex legal matters, including employee-related lawsuits and Equal Employment Opportunity Commission (EEOC), Office of Civil Rights (OCR) and Retaliatory Employment Discrimination Act (REDA) claims.Directs the preparation and distribution of the employee handbook and beginning-of-the-year trainings.Supervises the provision of staff health and wellness information, services, and programs; monitors the district-wide employee assistance program.Keeps school system personnel and human resources personnel informed and updated on relevant procedures, practices, policies, and developments affecting personnel issues.Researches and analyzes relevant laws, regulations, policies, and precedent decisions to prepare for and advise management regarding employee relations and general human resources issues.Attends and participates in meetings with senior directors and other administrative personnel to address issues as they relate to assigned areas, including planning and coordinating with other departments and within department areas.Presents information to the Board of Education as necessary.Maintains contact with outside organizations for purpose of obtaining pertinent personnel information, addressing related issues, enhancing communication with the school district, and promoting support for the school district from the community.Performs other related duties as assigned.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTSMust be able to use a variety of office equipment such as computers, scanners, and copiers. Must be able to communicate effectively. At times requires the ability to lift, carry, push, pull or otherwise move objects up to ten pounds. The work occasionally requires driving automotive equipment.
